What is a COE?

The Certificate of Entry or COE is a letter issued by the Thai Embassy or Consulate to allow a foreign visa holder to enter Thailand onboard a special repatriation flight, chartered flight, or semi-commercial flight. This letter will be presented to the airline personnel before departure and to the immigration officer upon arrival in Thailand.

Who may apply for the COE?


The following categories of persons are permitted to enter Thailand and are required to apply for a valid visa and Certificate of Entry (COE) before traveling to Thailand:

  • Diplomats, officials of international organizations, and their family members
  • Non-Thai nationals who are spouses (holding a Thai Marriage visa), parents or children of Thai nationals
  • Non-Thai nationals who have a Certificate of Permanent Residence
  • Non-Thai nationals with valid work permit or letter of confirmation to work (WP3) from the relevant Thai government agency, and their spouse and children
  • Non-Thai nationals who are students of formal educational establishments in Thailand as approved by Thai authorities, and their parents
  • Non-Thai nationals in need of medical treatment in Thailand, except for treatment of COVID-19, including their accompanying persons
  • Holders of Non-Immigrant visa Category OA/OX
  • Holders of APEC Business card or Thai Elite Visa
  • Holders of Special Tourist Visa (STV) Or Tourist Visa (TR) selected countries only
  • Holders of Non-Immigrant visa for Business purpose, ownership of condominium or investment
  • Holders of Non-Immigrant O retirement visa
  • Passport holders of Countries under Visa Exemption Program

What are the Requirements for the COE?

The main requirement for the COE is that the applicant qualifies to enter Thailand based on the list of eligible travelers. The applicant must secure the appropriate Thai visa before applying for the COE. Once the visa has been obtained, the applicant must prepare the following documents for the COE application:

How to Apply for the Certificate of Entry (COE)?

Step 1: Visit the COE online portal/website and register by filling in your details, and upload supporting documents such as a copy of passport, copy of the valid visa, and COVID-19 travel insurance. The Embassy will screen and pre-approve the applicants who meet the requirements. Please check the status of your application after 1-3 working days.

Step 2: The applicants can check their status online if they have been pre-approved. They will be contacted by email if the Embassy requires more documents. The applicants who are pre-approved passengers can then buy flight tickets and book their ASQ or SHA+ hotels. Copy of the flight ticket and the ASQ hotel or SHA+ Hotel booking confirmation has to be uploaded to get the COE. Please check the status of your application after 1-3 working days.

Step 3: When the COE has been approved, the applicants can check their status online and click to download their COE.

How long does it take to obtain the COE?

It is strongly recommended that the applicant spares at least 15 working days before the travel date to apply for the COE. If you do not have a valid visa, it is recommended to secure your visa before applying for the COE.

What is the validity of the COE?

The Certificate of Entry is valid only for the intended date of travel. The COE will specifically state your name, passport details, flight date of departure and arrival, flight number, and the name of your ASQ hotel. In case, you need to postpone your trip or change the details of your flight, you need to make a new application for the COE to obtain a new certificate with the new flight details or ASQ hotel details.

What do you have to do after receiving the COE?

Once you have received your COE, you have to prepare the following documents for your trip to Thailand. It will be presented to the airline before departure:

  • Certificate of Entry (COE)
  • Valid visa in your passport
  • Declaration Form
  • Medical Certificate with a laboratory result indicating that COVID -19 is not detected. The COVID test must be by the RT-PCR method, the test must be conducted within 72 hours before departure. Some airlines do not accept home kit tests so please check specific requirements with the airlines you are traveling with.
  • Copy of Travel insurance policy that covers COVID and no less than 50,000 USD. The policy must cover the whole duration of your stay or the duration of your visa. Please print the insurance certificate and all pages of the terms and conditions on the COVID-19 coverage and medical benefits. You may be refused to board the flight if you could not show that the insurance meets this requirement.
  • Copy of confirmed ASQ hotel booking or SHA+ Hotel Booking
  • Flight itinerary
  • T8 Form

    Hello, do I require a visa or COE if on a refuelling stop in Bangkok?

    My flight departs Amsterdam for Kuala Lumpur, but will arrive into Bangkok for 1 hour 20 minutes on the way. I will not transit the airport nor pass through customs or border control.

    Will I need the COE/ Visa?

    Hello,
    If I apply for STV Visa and COE from Romania, is it possible to to fly from a neighbor country (Serbia)?
    The flights from my city Timisoara (via Germany are suspended until February).
    Also there is only one Embassy in Romania, and it is 700km away, s is there a possibility to apply online for Visa and send and receive all documents via mail?

    I have an Australian Passport and currently in the UK and with the current situation here and bans would like to go to Thailand ASAP.
    I thought it is better to apply directly for the tourist visa exemption as faster and COE, can this currently be extended within Thailand for another 30 days?
    Also for the preapproval stage of the COE in London do I only need to submit passport and travel insurance covering covid? Seen conflicting info and not sure if I need to provide flights at this stage too?
    Was assuming once this was preapproved I could ‘predict’ when a good date to fly a few days later would be

      When you are applying for the Medium Term Visitor-Visa Exemption, you need to provide copy of passport, proof visa status in the UK, bank statement, inbound and outbound flight to prove that you will leave Thailand within 45 days and insurance on the pre-approval step.
      Then after that, you can upload the inbound flight and ASQ on the second step.
      The whole process can be completed in 2 to 3 days.

    After successfully completing the entire process of receiving a 60 day tourist visa and a Certificate of Entry, and only to get a RT-PCR test and a Fit to Fly certificate remaining, the airline cancelled my flights.

    Obviously, my arrival and departure dates will now change. Do I need to start all over again with the visa and COE process?

      Yes. You need to apply for a new COE. It means you have to use the link that was used in applying for the COE.
      Based on experience you can only apply for new COE using the website a day after the original flight has arrived in Thailand. So please make sure that your new flight is around 1 week after the original flight.

    I applied for COE (departing USA) on Dec 12th on this site. https://thaiembdc.org/onlinevisaapplication/
    and have not received a reply. My departure is Jan 1st and I tried calling the Chicago Consulate, but can’t get through.

    Should I try and resubmit again on this site:

      I believe that Thai Consulate Chicago may move to the new system on January 1st. If you have submitted already the application for the COE using the old link, please email the Thai Consulate, they may say that they will issue the COE 3 to 5 days before the flight.

    I will apply for my visa in the consulate in Antwerp. When I had a look at the site to apply for a CoE, I noticed I could only choose Brussels for visa application.
    Can that cause a problem to get CoE?

      No, it will not cause a problem. The COE is issued by embassies and bigger consulates only. You can get the visa in Antwerp and apply for the COE online and it will be issued by Brussels.

    I tried to reply directly to you but could not but it was issued by Islamabad, and the reason I asked why was because we fly thru Dubai and i will have a very long lay over and can possibly enter the city for a little shopping.

      This is a tricky question. The COE must be issued by the Thai embassy that has jurisdiction of the country of departure. Technically that is Afghanistan. For the COE not to be voided, I recommend for you to just stay at Dubai airport. You have to think which one is more important, to get to Thailand or to be able to leave the airport and check the city? You may have a problem when you get to the second flight to Thailand if you leave the airport.

      If your application for COE has been rejected due to the wrong document or document that is lacking, you can just “Edit the Information” and provide the requested document. If the application was rejected because you are not qualified, then you need to get the proper visa before applying for the COE.

    I am an Australian living in Thailand for the past 4 years with my Thai family . I have a married Visa and going to Australia for business for 3 months,will I need COE or my re-entry permit is sufficient? And what all documents will I need to return back to Thailand?

      Yes you are correct. There was a system maintenance last weekend and yesterday but the system is still not working. I believe that we just need to wait until this problem is fixed.     I am applying COE from the website: http://www.coethailand.mfa.go.th/ with the place of origin is Moscow Royal Thai Embassy and made the mistake choosing in the category of “types of permitted person” which are “Diplomates and International Organization”.
    Answer by email: Royal Thai Embassy, Moscow has rejected your registration/application.
    Due to You do not qualify as category (3). Please re-select the category of persons.
    I have to choose TR VISA.
    Tried several times to change it, failed. I can`t make new registration.

    Can you help me?

      You have an option to get a Non Immigrant O visa and COE from the Thai Embassy or consulate in Vietnam. Once you have entered Thailand, you may extend it to 1 year as a retirement visa. However, if you are unable to get a Non Immigrant O visa in Vietnam, you may travel to Thailand on visa exemption or 60-day tourist visa and within Bangkok, you can apply for the Non Immigrant O visa and retirement visa given that you meet the financial requirement.

    Good afternoon,

    The process in French Embassy is a bit different, I had to take the insurance, book a plane and an ASQ prior to submit a visa on https://www.thaievisa.go.th/, then I went to the Royal Embassy of Paris last week to give my passport and the electronic receipt.

    Then I returned home and sometime looked at the visa status
    going for approval, passing from one status to another.
    Actualy the website is not available due to a maintenance, but the last time i checked the process name, it was on “Print Sticker” and I suppose that it should be not long to get it now.

    I want to know if that possible to apply for a COE considering that I am supposed to take my plane on 30th December, that the embassy have the majority of the documents including my passport and that expecting my visa as soon as possible ?

      I am not sure which embassy did you choose to issue the COE. But for the UK, the process takes 2 to 4 hours to get approval for the first step and it takes 12 to 16 hours for the second step.

      I am a work permit holder and living in Bangkok. My wife and kids recently obtained their Non immigrant ‘O’ Visa from New Delhi Embassy. The COE was rejected on the grounds that the insurance was not valid for 1 year. Our understanding was that since the single entry Visa was valid for 3 months, insurance coverage for same time period would suffice. Request you kindly advise. 🙏🏼. Also, if you can also suggest whether it is mandatory to buy the insurance from a Thailand based provider.

      On the site they recommend to leave 15 working days to apply for CoE. But if I read comments some get CoE in a few days.
      How many days do I need to get CoE? I have Belgian passport.

    I applied for a COE but entered the wrong Visa category (selected Special Visa instead of TR visa). This is the message I get

    Hello,
    I have not been able to get in touch with the embassy in America. I have so many questions. Is the visa exemption/visa on arrival track not allowed for Americans anymore, because if you go on the visa website, there is an option for Americans to choose that they are entering on the visa scheme? Previously, I have tried to apply to get a TR Visa, but it asks for the details of a contact person in Thailand and I don’t know anyone there. What can I put in that portion of the application? I cannot get past that part of the application, therefore, I cannot submit my application.

      For the option 1, you can go directly to the COE application for portal.
      For the option 2 and 3, you need to get the visa using the visa application portal and after receiving your visa, you can use the COE application portal.

      If you are applying for the visa in the UK, you need to have a long term visa and you will use a different portal for the visa application. If you already have a visa or you will use the visa exemption, you can apply for the COE using this portal being discussed in the webpage as long as you can show that your flight will depart from the UK to Thailand.

    Currently my understanding is the UK cannot get the STV Visa because of Covid? Do you know if I live in London UK can I get a 60 day tourist Visa at present? What is the easiest way to get the 60 Day Tourist Visa?

      The application for the visa and COE in Los Angeles is done simultaneously. If the visa and COE has been issued, and you need to change your flight, you must email the Thai Consulate Visa Section to give you the link to upload the new flight and ASQ bookings in order to get a new COE.

    I have the TR visa issued by the embassy in London.

    I will be in the Netherlands before I travel to Thailand. Will they accept a PCR and Fit to Fly issued there or do they have to be issued in the UK?

    Also, can I fly directly from the Netherlands instead of UK? I am trying to save unnecessary flying if possible.

      What is important now for the STV is the COVID 19 insurance and the in-patient and out-patient insurance.

    Hello everyone,

    My wife just passed the pre-approval step for getting the COE from the Thai Embassy in Moscow. She’s a work permit holder with a Non-Imm B visa, and re-entry permit and an already existing medical insurance with Aetna Thailand. She got the cover letter from the insurance for confirming the coverage of Covid-19, but there is reported that the overall maximum payable for medical expenses is 400,000 THB, that is much less of 100k $.

    So far for the embassy is ok, and she has been told to send the travel confirmations (flight and ASQ). But now my wife is concerned about any issues she may have with Emirates in Moscow or Dubai..could they deny her the boarding. And the immigration in Bangkok? I suppose that if the papers are right for the embassy, then she should not have any problems in boarding flights and passing trough the immigration control.

    Hi, I had applied for COE from Thai Embassy in Tehran, I got my completed file, then they asked for a second Insurance, which I provided. I had a valid retirement visa till 25 Dec. and my date of departure was 2nd Dec. I had plane tickets and ASQ hotel, then the staff told me that I must get non-OA visa, since 25 Dec. was too close. So I am trying to get the above visa on time and amended my ASQ hotel date. My problem is the edit side says: “Your application cannot be edited due to Your application is under consideration”, so should I try to apply again? If so don’t I get more delays. I am so worried. The embassy staff told me to apply again with new visa, but is there a way to edit my file again?

    Under the previous advertised system I applied for my COE and was advised by email that my application had been received, but no tracking number. I received this advise three times from the Canberra Embassy. One month later and still no word. I went to the Melbourne Consulate to get a new spouse visa to be told there is now a new system. The old system required me to book quarantine accommodation and airline ticket WHICH I DID. Now the new system has a pre approval process. I have tried to talk to someone in the Embassy visa section to explain the situation. I was told “Just follow the system”. Very disappointed. So now I am re applying under the new system and hoping it will work this time. My wife and I have been separated now for almost a year. I really want to get back to my family.

      Issue solved in the meantime by contat with the consul.
      The hotel had made an error calculatiing my departure date from the ASQ-hotel and so the confirmation letter contained invalid data.
      The right date was the next day, new confirmation letter was created, sent to the consul … and some minutes later I got the approval.

    I was able to get a non-immigrant visa in the USA in a couple of days, but the COE has yet to arrive. It has been 15 working days since I applied I have heard nothing. How long does the COE take and if declined will they send notice?

    Hi, are UK nationals allowed to apply & travel in post 03 December 2020 on the STV visa’s? I am a tourist looking for long stay holiday.
    What is the 1st web link & can I apply for the STV visa?
    Am i allowed to obtain the STV visa pending UK nationals as a country allowed into Thailand?
    I have my own medical insurance, unlimited costs, no excess, does this meet the requirements & therefore i need not have to obtain Thai medical insurance as my own MI is unlimited therefore much better than a ceiling insurance on costs?

    I have read that travel into Thailand is via chartered flight? Is that accurate? Am I limited to state approved flights only? Could you advise on what I need to know or do with respect to what airline / flight to be booking? or am I able to book with any airline?

      At the moment, the non immigrant O retirement visa is not eligible to apply for a COE. However, if you change to another visa, you may be able to do so at the Thai embassy. You may choose to apply for the non immigrant OA retirement visa in order to qualify for the COE.

    Hi,
    I live in Germany and i’m looking for an STV or TRV in order to get an COE. I looked up on the Thai Consulat Website (https://thaiconsulate.de/visa) and they say “in order to get a Visa you need an CEO”, but on the Registration system for Certificate of Entry For non-Thai nationals (https://coethailand.mfa.go.th/regis/index?checkconfirm=true) at the section “Types of permitted persons” a visa it’s required to proceed.
    So in order to get an CEO i need a visa, but to get a visa i need a COE.

    I’m very confused, can you please explain me the steps to get COE an a correct Visa for long stays (like STV)?

      You need to secure the visa first and then apply for the COE.
      To apply for the visa, you have to make sure that you are qualified. Right now STV and TRV are not available in Germany. Based on the data, Germany is not a low risk country.
