What is a COE?

The Certificate of Entry or COE is a letter issued by the Thai Embassy or Consulate to allow a foreign visa holder to enter Thailand onboard a special repatriation flight, chartered flight, or semi-commercial flight. This letter will be presented to the airline personnel before departure and to the immigration officer upon arrival in Thailand.

Who may apply for the COE?


The following categories of persons are permitted to enter Thailand and are required to apply for a valid visa and Certificate of Entry (COE) before traveling to Thailand:

  • Diplomats, officials of international organizations, and their family members
  • Non-Thai nationals who are spouses (holding a Thai Marriage visa), parents or children of Thai nationals
  • Non-Thai nationals who have a Certificate of Permanent Residence
  • Non-Thai nationals with valid work permit or letter of confirmation to work (WP3) from the relevant Thai government agency, and their spouse and children
  • Non-Thai nationals who are students of formal educational establishments in Thailand as approved by Thai authorities, and their parents
  • Non-Thai nationals in need of medical treatment in Thailand, except for treatment of COVID-19, including their accompanying persons
  • Holders of Non-Immigrant visa Category OA/OX
  • Holders of APEC Business card or Thai Elite Visa
  • Holders of Special Tourist Visa (STV) Or Tourist Visa (TR) selected countries only
  • Holders of Non-Immigrant visa for Business purpose, ownership of condominium or investment
  • Holders of Non-Immigrant O retirement visa
  • Passport holders of Countries under Visa Exemption Program

What are the Requirements for the COE?

The main requirement for the COE is that the applicant qualifies to enter Thailand based on the list of eligible travelers. The applicant must secure the appropriate Thai visa before applying for the COE. Once the visa has been obtained, the applicant must prepare the following documents for the COE application:

How to Apply for the Certificate of Entry (COE)?

Step 1: Visit the COE online portal/website and register by filling in your details, and upload supporting documents such as a copy of passport, copy of the valid visa, and COVID-19 travel insurance. The Embassy will screen and pre-approve the applicants who meet the requirements. Please check the status of your application after 1-3 working days.

Step 2: The applicants can check their status online if they have been pre-approved. They will be contacted by email if the Embassy requires more documents. The applicants who are pre-approved passengers can then buy flight tickets and book their ASQ or SHA+ hotels. Copy of the flight ticket and the ASQ hotel or SHA+ Hotel booking confirmation has to be uploaded to get the COE. Please check the status of your application after 1-3 working days.

Step 3: When the COE has been approved, the applicants can check their status online and click to download their COE.

How long does it take to obtain the COE?

It is strongly recommended that the applicant spares at least 15 working days before the travel date to apply for the COE. If you do not have a valid visa, it is recommended to secure your visa before applying for the COE.

What is the validity of the COE?

The Certificate of Entry is valid only for the intended date of travel. The COE will specifically state your name, passport details, flight date of departure and arrival, flight number, and the name of your ASQ hotel. In case, you need to postpone your trip or change the details of your flight, you need to make a new application for the COE to obtain a new certificate with the new flight details or ASQ hotel details.

What do you have to do after receiving the COE?

Once you have received your COE, you have to prepare the following documents for your trip to Thailand. It will be presented to the airline before departure:

  • Certificate of Entry (COE)
  • Valid visa in your passport
  • Declaration Form
  • Medical Certificate with a laboratory result indicating that COVID -19 is not detected. The COVID test must be by the RT-PCR method, the test must be conducted within 72 hours before departure. Some airlines do not accept home kit tests so please check specific requirements with the airlines you are traveling with.
  • Copy of Travel insurance policy that covers COVID and no less than 50,000 USD. The policy must cover the whole duration of your stay or the duration of your visa. Please print the insurance certificate and all pages of the terms and conditions on the COVID-19 coverage and medical benefits. You may be refused to board the flight if you could not show that the insurance meets this requirement.
  • Copy of confirmed ASQ hotel booking or SHA+ Hotel Booking
  • Flight itinerary
  • T8 Form

    I have already my coe and I prepaid the pcr tests
    Now I decided to cancel the hotel and to take another hotel sha + for my stay for same dates, same flight

    1/ should I ask a new coe?
    2/ can I keep my pcr tests prepaid in the previous hotel or I have to cancel and pay the pcr tests again through the new hotel ?

      Yes, you need to call the Thai Embassy and ask them to cancel your COE and you will be able to update the SHA+ hotel in the online portal.
      You can ask the hotel to contact the clinic that they booked for the COVID test about the change of your hotel.

    Hi Rex,

    We completed the final part of our approval on Tuesday 20th July which was Eid in the Middle East where we live. We had an email confirmation of the flights and hotel being received but nothing yet in terms of the coe being issued. We travel on 10 august so we have time but I’ve tried calling the embassy and it just gets cut off. The first part of the approvals came back within 2 days but even taking Eid into consideration this is now 4 days. Any advice?

      For the Phuket Sandbox it has to be SHA+ Hotel for the first 14 nights. SHA+ means, most of the employees in the hotel are vaccinated already.

    My son (age 24) is a dual UK/US citizen and he will be travelling from London to Phuket under the sandbox programme.
    He will need to apply for COE in London because that’s where his flight originates but his vaccines were done in the US and so he has a US CDC vaccine record card (in the US the federal government doesn’t issue. digital COVID vaccine certificates like in the UK and EU).
    Is the US CDC vaccine record card likely to be a problem with the London embassy?

    Hi – I am having the same problem as Tina (i.e. in filling out the CoE application for my children it will not let me submit the application without filling in what vaccine they have had – but they are under 18 years old so they don’t have to have a vaccine to travel). Should I just put in details of my vaccine? Many thanks for your help.

      This is really weird. I did not encounter this problem. Perhaps it depends on the country where you applied for the COE. You just really have to leave it blank or call the Thai embassy in case they have a solution for it.

    Hi Rex,

    We are thinking about to fly to Phuket from Germany to stay there for around 1.5 weeks.

    We have not started our COE process yet. We would like to start our travel by the end of this month. Now we are just worried if we can get the approval of the COE within this time frame.

    We don’t want to book flights for 4 persons and a hotel stay and then not being allowed to enter the country without the approved COE. Please let me know if this last minute trip is still possible. My wife and I are fully vaccinated. Our kids are 4 years old and therefore not vaccinated. We are German residents and stayed in Germany for more then 21 days. Thanks in advance for your help.

      The normal application for the COE in Frankfurt is 1 week. For Berlin, it could be 1,5 weeks. So technically you still have plenty of time to apply for the COE.

    On the COE for each of my children it asks what vaccine they have had. Being that they are both under 18yrs of age they don’t have to have a vaccine to travel. How do I complete the COE process without putting in vaccine details for them?

      If they have a Non O visa as your dependant, you can choose number 8.
      If they have their own Non ED visa, you can choose number 9 Students.
      Please make sure that you attached the visa and the letter of confirmation from the school and do not forget to click the Upward arrow when you attach the files.

      If you have been pre-approved but you did not confirm your flight and hotels yet, you can still make changes. You do not need to start a new application since you will not be allowed to make a new one.

    I am arriving from American and my GF is arriving from the Philippines. Which CEO do we need to be tourists?

    There is only on choice for both of us for “Tourist” and that is an STV Visa.

    But she has been to the embassy in Manila twice and they keep telling her she does not need an STV Visa. Just apply for a COE.

    Can you please help? It is all so confusing.

      So that they can verify that you are coming to Thailand based on the category you chose when you apply for COE and for them to know which one with earlier travel date they can prioritise in checking and issuing the COE, especially if you are going to avail the Phuket Sandbox.

    I write from Italy. I have been pre-approved for the COE certificate so I am trying to complete the registration. Yesterday I forgot to upload a document (SHA Plus booking Authenticator) therefore today I received an e-mail asking me to add it to my request.
    I have been trying for many hours to add that document on the page https://coethailand.mfa.go.th/regis/upfileconfirm but I always get the same error message: “Incorrect date format.”.
    Could you please help me?

      I never had this problem. Maybe you have a problem with the spacing of your dates. Just make sure to check the dates and sometimes you would have a problem with the year also.

      What you can do is to change from “return” to “One Way” and update the page or click submit. After that, there will be an error again and then you change it again from “one way” to “return” and you may edit the field and type the correct return date.

      I checked like 10000000 times plus, in order to enter the date you only have to digit the nubers and not the spacing, the system puts the spaceing. if you enter 17072021 it automatically writes 17-07-2021 so there is not much I can do.

    I have a similar problem like Nick:
    My COE is pre approved too. I have uploaded all required dokuments.
    When I press save, I get “Incorrect date format”. There are only two date fields on the page “Date of Departure” and “Date of Arrival”. Both are dd.mm.yyyy. In my case 16-07-2021 and 17-07-2021. I can’t see what is wrong.

    I have a u.s. passport but have been living in Canada since the beginning of the pandemic- will I submit my coe to a u.s thai consulate or a Canadian Thai consulate ?

    I have applied for COE and be pre approved.
    I have now uploaded the Shaba certificate and covid test payment receipt but when I press save I just get “Database Exception (#22007) “internal server error occured”
    I have tried for about 1 and half hours and it keeps happening.
    Any Ideas?

      Thanks for your previous reply. I have tried reducing file size, all files below 250kb.
      I have restarted pc and also tried using the phone.
      Everything I do I get the same error message. Database exception (#22007) internal server error.
      It appears to be an issue with the website.
      Anyway I can report this issue? I’ve tried calling the embassy but its constantly line busy.

      You are allowed to use another insurance provider as long as the certificate that you will submit for the COE will state the date of validity, the amount of 100,000 USD coverage and COVID 19 medical expenses. AXA Insurance on this page has been used by a lot of travelers and they have never had any problem during the COE application.

    HI. My flight was canceled 18 hours before and rescheduled for 8 days later. I know I have to get a new PCR test nut do I have to change the COE date and if so how do I do it? Thanks

      Yes you need to apply for a new COE. You have to options to get a new COE:
      1. Ask the embassy to reject the current COE application and update your travel details.
      2. You can let the COE expire and apply for a new one. Please know that your approved COE will only be automatically cancelled at midnight after your original flight arrived in Thailand.

    Hi Rex, I have booked an SHA+ hotel for 14 nights and they will arrange the PCR tests. The hotel is not due to be paid until arrival (through Booking.com) and is refundable. Do I need to pay in full in advance for COE or is the booking sufficient?

      The Thai Embassy and Consulate specifically require the SHABA Confirmation of your SHA+ Hotel. I am not sure how do you get that; whether you need to pay some parts or it or not. I recommend for you to call your hotel and ask them how to get the SHABA certification.

      Yes, it is not normal. He should have at least receive an email whether it was rejected on the first stage or pre-approved.
      He can call the Thai Embassy for more details using the 6-digit reference number.

      The processing time for the COE is at least 3 working days. Right now due to the fact the Phuket Sandbox has only started, I recommend to give it at least 5 business days.
      Children below 18 years of age who are unvaccinated will be required an RT-PCR COVID test before the trip. As for the COVID test while staying in Phuket, I recommend for you to check with your SHA+ Hotel.

    I am currently living in Phuket. I will travel to USA for several months. I can obtain a certificate of residency before leaving. Upon returning directly to Phuket may I quarantine in my residence?

      I cannot predict the future. As of today’s regulation, you must stay in an SHA+ hotel for 14 nights before you can stay in your residence and you will be monitored. If you will travel back to Phuket in January 2022, maybe there will be a different regulation. Maybe it will be free to stay anywhere or it might be back to quarantine for 14 days in a hotel room. I totally do not know.

    I’m from the USA. My COE has been denied given that I did not apply for Phuket and did not have the confirmation of my COVID test during my 14 days stay in Phuket – I submitted the application on June 28. I now have edited my information to choose Phuket and uploaded a confirmation about COVID test 3 times in the amount of 8000 baht and I received this confirmation from the hotel.
    My question to you is that I uploaded the c
    COVID test confirmation through the button that said “edit my personal information” as this is the only one option that allows me to update and upload the document ( I uploaded the COVID test confirmation under “other documents” click. It has been about 24 hours and I have not received any information and when I clicked to check my status, it said “under approval”.
    I tried to uploaded my COVID test confirmation under “edit your flight” but when clicked on it is said the same thing,
    I will be traveling to Phuket on a July 7 and tried to call the consulate in Chicago and have no luck. I’m freaking out!
    How long should I wait to receive my COE.

      Good day.
      Yes, you did the right thing. You are still on the first step of the process, you can only edit the yellow button (Edit Personal Information). You will only be able to edit the red button once you have received the next email staying that your application has been pre-approved. Please do not be confused with the subject line of the email and the content of the email. They had a mistake on that. If you do not get a pre-approval before July 2nd, you can call the Thai Consulate. I know the first email you got says “pre-approved” in the subject line but actually it says “received the registration” in the content of the email.

    Hi Rex! I am wondering about the requirements to enter Phuket with the sandbox program, one of them says that “travelers must come from low/medium risk countries and must stay in the countries at least 21 consecutive days prior to departure”. If I travel from Taiwan (for a month) to the states (for 14 days), and then fly to Phuket, will I meet the requirement? I understand Taiwan and the USA should be considered low-medium risk countries, but I am not sure if 14 days in the states will be a problem. Thank you very much!

      The requirement is correct. You must be in a low or medium risk country or countries in the last 21 days. It did not say you must be in one country in the past 21 days. So if you are in Taiwan and USA in the past 21 days, you are qualified to apply for COE under Phuket Sandbox.

    My flight to Phuket has an overnight layover in Qatar (low-risk country). Will I be able to leave the airport to stay a night in a hotel in Doha before continuing on to Phuket? Or must I remain in the airport (and not get my passport stamped in Qatar)?

    Just wanna ask if they allow tourist from Philippines. Do they approve COE from high risk? My fiance and I we’re planning to meet in Phuket but weren’t sure if they allow Filipinos or approve COE for Filipino tourist. Thank you!

      The Thai Embassy in Manila is not allowed to issue a COE for Phuket Sandbox. The Thai Embassy in Manila can only issue a normal COE. The normal COE is issued if the applicant will enter Bangkok and quarantine for 14 days.

    After receiving my COE, it says I need to print the medical certificate AND all pages of the terms and conditions on the Covid-19 coverage.

      First one is during arrival at the airport. Second one is on Day 6/7. Third one is on Day 13/14. Just before you leave Phuket for other parts of Thailand. If you are staying less than 14 days, then you do not need to do that third test unless it is required for the next country you are visiting.

      The COE is required for ALL people entering Thailand. Please inform the quarantine hotel that you need to have the ASQ Hotel confirmation letter in order to get a COE or Certificate of Entry. Currently, the Visa Exemption program allows you to stay for 45 days. Here are what you need to get the COE: COVID 19 Insurance, ASQ Hotel Booking and Flight to and from Thailand. The RT-PCR COVID test will be needed also prior to your trip to Thailand.

    I just read an update that says that non-Thais visiting for the Phuket Sandbox (that fully meet the requirements), that do NOT wish to visit other provinces have NO MINIUM stay at an SHA approved hotel. This is interesting wording so my interpretation is that visitors ARE NOT required to stay at an SHA hotel at all?

    However if we are to stay at an SHA hotel can we book on a booking site (Expedia, etc) or do we have to book a “package” with a tour operator?

      Foreigners and Thais can stay in Phuket without quarantine. If they wish to travel to other parts of Thailand they must stay at least 14 days in Phuket. If they wish to stay less than 14 days, they must exit Phuket to another international destination. They can only stay in over 400 hotels with SHA+ accreditation in Phuket.

      The current COE website was not updated for the Phuket Sandbox to technically the Phuket Sandbox is not ready. You can apply for the COE when the system has been updated because instead of ASQ Hotel, you need to book an SHA+ accredited hotel for at leats 7 days. There is no list of these hotels just yet so please, please patiently wait for the updates and do not make any plans. There will also be list of flights to Phuket from Dubai, Doha and Singapore. You cannot book a flight that will stop in Bangkok. The list of hotels and the system for COE may be updated in the next 3 weeks.

      I’m wondering if you can opine on the reason to stay at an ASQ hotel if arriving in Phuket after July 1st, I’m fully vaccinated, and I’m from a visa-exempt country (U.S.)? I know you aren’t the decision maker however what is the need to stay in an ASQ hotel if the quarantine requirement is lifted for vaccinated travelers? Your opinion would be appreciated.

      If you are fully vaccinated and you enter Phuket directly, without stopover in Bangkok, you do not need to quarantine. You just need to stay in an accredited hotels for 7 days. The reason for this? I believe to help the tourism on the island.

      The government has not planned that far out. Right now, quarantine is required for all. In July, things might change but there is no official guidelines yet. I cannot advise you about it right now. Please check with us end of July or beginning of August.

    Dear Sir,
    My wife and children are Thai. They cannot apply for a new Thai passport before departure due to a long queue and long procedure. Thai embassy recommend them to apply a new one in Thailand. They have to use Belgian passport to enter Thailand this time. I would like to know if they still need to buy covid insurance to show as a reference during COE procedure.

      Since they are applying for the COE as Belgian nationals and not Thai nationals, yes, they must have a COVID 19 insurance. The COE application for Thais is different portal, it is the blue portal. The application for the Non-Thai nationals (Belgian), is the green portal on the COE website.

    Hello,

    I am getting ready fly to Thailand on May 29th. I have been in the process of receiving my COE for two weeks now. I have been rejected several times because of minor errors. I have been preapproved several times as well but when I go to submit my paperwork for my ASQ and flight information and click save, it pops up with a message that says “Database Exception (#22001) An internal server error occurred.” I have contacted the embassy via phone and email with my issue and they end up rejecting my application all together and I have to start over. I am worried I will not get my COE on time. What should I do?

    What is the reason for making fully vaccinated people quarantine for 14 days even after all the PCR testing? Isnt that what Vaccines are for?????

      I am unable to answer that since we are not part of the decision-making group of the CCSA. Right now, CCSA required ALL travelers both Thai and foreigners to do the mandatory quarantine regardless if your are vaccinated or not.

    This is the first time i hear about SHA +, SHA withhout the plus exists for a while already. I would love to back home to Thailand (Phuket) in july. I can not find any SHA plus hotels…could you please let me know where i can a list of these hotels?

      I understand your position and i appreciate your efforts.
      For the last 20 years i have observed that Thailand prefers to make things unnessacerally difficult and expensive for foreigners…last year, when the CoE was introduced it took me 5 months to make it back. I have old parents that need my attention, so travel is necessary…just hoped that the july phuket process, or Sand Box would be straightforward, so people like us can continu helping the local Thai people who suffer tremendously.
      I have no idea what you mean with travelagencies will be able to assist? I do not need any agent, just a tranparent process…the Embassy claims there is no special Puket arrangement for Phuket finalised….??

      There has been reports from a group of SHA-accredited Phuket tour operators with some guidelines. Again, it is not official guidelines. I will not be surprised if the first tourists to arrive on Phuket SandBox will be on tour groups, as you have seen on the STV (special tourist visa) last year, they were arranged by tour groups and then eventually the STV is available to independent tourists. We will see. Like I always, there is no official guideline and both the Embassy and COE website still requires for ASQ hotel booking.

    Hello, My son and friends have tickets to fly from Chicago to Bangkok at the end of July. They would like to go to Phuket under the Sandbox program. Can they fly into Bangkok and connect to a flight to Phuket without quarantine? They are all fully vaccinated and have US passports. Best regards, Michelle

      In order to avail the Phuket SandBox program, you need to change your flight to Phuket. In the coming weeks, there will be added flights for Phuket flying direct from Doha and Singapore, so you may flight from ORD (Chicago) to DOH (Doha) then to HKT (Phuket).

      As of May 1, 2021, all travelers to Thailand, Thai nationals or US nationals are required to do a mandatory 14-day quarantine. It does not matter if the traveler has been vaccinated or not vaccinated. The quarantine is mandatory.
      If you travel directly to Phuket in July, not transit in Bangkok, you may enter without quarantine as long as you stay in an SHA+ accredited hotel for at least 7 days.

    I am wondering do I need a visa or which visa do I need if I am travelling to Thailand for a month’s work in client’s site? I am from Malaysia, and I understand that Malaysia is one of the countries under the “Visa Exemption List” for tourism purpose. Do I need to apply for Non-Immigrant B visa? Or can I apply for “Thai Elite Visa”?

      Please refer to the REMARKS of your Certificate of Entry. if the change of flight was caused by cancelled flight or delayed flight, you can use the same COE as long as the new flight is within 72 hours. Other than that, you can call the Thai Embassy to re-issue a COE with new flight details.

    Is it possible to apply for coe like 3 months in advance?i wish to get pre approved first before booking my flight and ASQ. I got rejected saying I need to apply 2 weeks before my flight. I think that’s too late and rather book it very early

      The process for the COE is quite fast right now so I do not need to worry about applying for COE 1 to 2 weeks before the trip. A lot could happen if you apply for COE now and the embassy does not want people to keep changing the details on the COE because of cancelled or changed of flights.

    Hello,
    I applied for COE 3 times. First 2 times was because I didn’t have bank statements and some of the information was incomplete. On my third attempt I thoroughly read the instructions and provided all information. Now on my 3rd attempt I got rejected again and said I need to apply 14 days prior to my flight. My plan date of travel is in mid August so about 3 months from now. Is it too early to apply for COE? I want to at-least get pre approved before booking my flights and ASQ reservation. I don’t want to get rejected again if I do it 14 days prior to my flight because I may not get refunded for travel expenses. Any help I’d greatly appreciate it.

      Yes, if you are applying for the COE based on Visa Exemption, I suggest you apply for the COE when you already have the flight booking, ASQ Hotel booking and COVID Insurance. The process is quite fast. It takes 2 to 15 days depending on your location.

      At the moment, it is better if you can arrange a flight to Phuket directly. There has been plans for Bangkok transit passengers to be able to transfer to another flight using a specific terminal but that is just a plan. There’s also a plan for increased number of flights to Phuket from Singapore, Qatar and other major airline hubs. The best thing you can do right now, it patiently wait. Thailand is still struggling right now, so there is no crystal clear guidelines for the Phuket SandBox just yet.

    Thanks very much for much needed advise in manging the travel for many.
    I depart UK on the 26th with transit on 27th via Singapore arriving in BKK on 27th. Due to the confusion that the transit flight date question was under my flight origin from UK I marked 26th as transit. CoE indicates depature 26th transit 26th and arrival 27th. Except transit all details including flight no are correct Q1-What do I do about this? Q2 My understanding is RT-PCR is needed within 72hrs from flight out of UK. Is it correct plaese.       For the Q1, that is a minor mistake and it is common mistake, so it is alright. What is important is the date of departure and arrival and the correct flight number of the arriving flight. For the Q2, Yes, it is correct that the RT-PCR COVID test must be conducted within 72 hours before the international flight departing the country of origin.
