Special Visa to Enter Thailand

The Thailand Special Tourist Visa (STV) is a special visa introduced by the Tourism Authority of Thailand for long-stay tourists who would like to travel to Thailand. It is one of the economic measures by the Thai government to restore the local tourism industry that has been affected heavily by COVID-19.

Update: The Thai Embassies and Consulates are currently issuing the normal 60-day tourist visa (SETV) and the special tourist visa (STV). Kindly contact your local Thai embassy for more information.

Thailand Special Tourist Visa Qualifications

Foreigners applying for a Special Tourist Visa must be:

  • Foreigner from a low-risk country according to the Public Health Ministry regulations.
  • Accept compliance of preventive measures as prescribed by the government, including submitting to alternative state quarantine (ASQ) in accredited hospitals/hotels for not less than 14 days upon arrival.
  • Provide evidence of a place to stay or accommodation during the long stay visit.
  • Show proof of payment for hotel accommodation or admittance to hospitals chosen as alternative state quarantine (ASQ) facilities.

At this stage, the definition of ‘low risk’ country remains open for interpretation and will change over time. It is highly recommended for those who are wishing to apply for the STV they must enquire at the Royal Thai Embassy or a consulate in their home country before making any bookings or paying money for agents or other services.

Requirements for Thailand STV

Foreigners applying for the STV will need to provide the following:

  1. Proof of accommodation after the 14-day quarantine, which could be any of the following:
    • Proof of payment for hotel or accommodation to be used after discharge from quarantine.
    • Copy of a condominium title deed owned by the visitor or a family member.
    • Evidence of renting accommodation – condominium or house.
    • Evidence of payment for the purchase or lease of a condominium-type residence that foreigners can legally buy or lease.
  2. Proof of medical and travel insurance policy
    Medical and Travel Insurance with a minimum 100,000 USD coverage for COVID-19 medical treatment and a minimum coverage of 400,000 THB for other medical and accident expenses. The insurance must cover for at least 90 days which is the initial validity of the visa.

Foreigners with the evidence needed above will be eligible to apply for an STV from Thai embassies or consulates in selected countries.

STV Application Process

The interested applicant must get in touch with the Thai Embassy or Consulate or local office of the Tourism Authority of Thailand in their country or an accredited travel agency. An initial application will be submitted to the Bureau of Immigration for a background check.

After receiving the approval from the Immigration Bureau, the applicant or the agency will be requested to submit the visa application form, pay the visa fee, provide proof of ASQ accommodation, proposed chartered flight to Thailand, and copy of the health insurance policy. The application will be submitted to the Ministry of Foreign Affairs.

After the visa application has been approved by the MFA, the applicant will collect the STV visa and the Certificate of Entry (COE) which will be issued by the Thai Embassy or Consulate in his/her current location. The applicant will also provide the Fit to Fly Medical Certificate which must state that the applicant does not have COVID-19 and this certificate must be issued within 72 hours before the flight departure.

Visa Fee and Validity

Eligible applicants will have to pay a visa fee of 2,000 baht and the visa holder will be allowed to stay in the country for 90 days. After this period expires, immigration officers will be able to renew the holder’s visa twice, each for another 90 days at a time. Foreigners must submit an application and pay a fee in accordance with the rules.

Upon Arrival in Thailand

Upon arriving in Thailand, visitors must undergo health screening from the Ministry of Public Health. The STV holder will be issued a permit to stay for 90 days in Thailand if the tourists pass all screening measures. They will immediately depart the airport to begin the strict state quarantine at their paid ASQ/ALSQ.

Once they are tested negative for Covid-19 after the 14-day quarantine, long-stay tourists will have the freedom to travel as they please around the country with a mobile application that will track their destination.

The Thailand Special Tourist Visa (STV) holders can enter Thailand starting on October 1, 2020 until September 30, 2021.

Update:

The Thailand Special Tourist Visa or STV cannot be changed or converted into any other type of visa in the duration of your stay in Thailand. If the STV holder is found to be in breach of the conditions for entry into Thailand, the stay permit will be revoked immediately and the visa holder will be banned from returning to Thailand in the future. The STV project is only valid until September 30, 2021.

    My friend is a british national who works in Taiwan. Would he be able to apply for the special tourist visa at the thai embassy in taiwan to come to Thailand?

    I live and work in Phuket with a work permit and 12-month visa.
    My question is, can my 20 yrs old daughter who is currently in the UK able to apply for an STV and stay with me after the quarantine period in BKK?

    I get the feeling that the UK is NOT on the “low risk” list. If so, is there now a low-risk list that is updated and available for the public to view, or is this top secret?

    Hello Rex,

    I own a condominium in Chiang Mai but live in the United States.

    Can I fly from the US to Singapore and stay within Changi Airport until I can take a flight to Bangkok and proceed to an ASQ facility?

    I cannot determine if US citizens are eligible or not if they would be entering Thailand from a country that is not considered high risk (like Singapore for example).

      This could be 2 scenarios:
      1. You get a proper visa (not STV) in the US and the COE from the Thai embassy and travel to Thailand through a transit in Singapore. That is acceptable.
      2. If you are a permanence resident of Singapore, you can apply for the STV and COE from the Thai embassy in Singapore.

      The problem right now is that there is no list. You need to get in touch with the local Thai Embassy if they are issuing it. All we know that countries in Europe and USA does not qualify for the STV or the Special Tourist Visa.

    Hi,

    I am Australian with Non-B and work permit working in Thailand
    My husband whom I bought the property in Turkey with (with certificate) and I got married with in Thailand with Islamic Institution of Thailand but we haven’t been married in Turkey yet because of the islamic law in Turkey (He is Islam and I am Australian, I already converted to Muslim) I am working in Thailand as I said and I have been separated with my husband for almost a year – could you please advise how could he enter to Thailand with STV?
    We are ready to buy insurance and prepare all required documents and stay in ASQ for both of us –> we need only the approval of STV from Turkey to Thailand and from the news Turkey is not listed in Top10 of COVID-19 so please, please help me, help him, help us –> any possible visa for him to enter to Thailand please, or do you need any guarantee or endorsement from my Thai company or Thai citizen? please advise

      Yes, that seems like a good plan, however the Thai embassy of these low risk countries may require that you are a resident of that country before you can apply for the STV or Special Tourist Visa.

    Normally travelling to Thailand many times per year. Living in Denmark which for now is on the possible list for STV-visa.But how to get the medical insurance for 400.000 Baht/4000 Baht, when I am 77 years old?
    I can fullfill everything else – but problem with the mentioned insurance!

      The travel insurance for COVID19 is a requirement for entry to Thailand, if you are unable to get this, all you can do for now is to wait until next year. Hopefully next year, the travel restrictions and insurance requirements will be removed.

    i am just wondering how the Thai Ministry of Health determines a countries risk level for ” Covid19 “, as certain area’s in a country may have very low to no local transmissions say in Australia’s case, Victoria is a still a mess, but Queensland has had no local transmission for over 30 days . So if i wanted to apply for the STV or maybe a Thai Elite visa how would that work ? .

    I’m getting confused about some of the information online about this new ‘Special Tourist Visa’. I have some very specific questions. I’ve been stranded in Tokyo for 7 months.
    1) Can I get this visa from an consulate in Tokyo or only in my home country?
    2) Japan is potentially on the ‘safe country list’. Would they look that I’ve been in Japan continuously for the last 7 months, or would they just look at my nationality (USA).
    3) I think if I understand correctly, I need: a T8 Health questionnaire, a ‘fit-to-fly’ form, and a negative COVID certificate. Do I need all three?
    4) Is there a minimum amount on a bank statement I need to show to get this visa?
    5) Am i required to show a bank statement or cash when I enter Thailand?

    sawatdeeka, thank you for your clear and quick answers. i am an american in japan (since march 2020). the japanese ministry of foreign affairs site says all nationalities can apply for STV at the thai embassy. but the thai embassy site says only japanese nationals or residents. which one is correct? the thai embassy has been slow in responding and my current japanese tourist visa expires 10/27. any help you can give would be very appreciated, kap kun ka!

      The Thai MFA did not state that. It stated that Thai embassies from low risk countries may issue the visa. Now, it is in the discretion of the Thai embassy if they will issue it to their citizens only, permanent residents also. I can understand if the Thai Embassy in Tokyo will only issue to Japanese nationals or Japanese permanent residents. If you are only a tourist in Japan, I recommend for you to fly back to your home country and explore other visa options for you to return to Thailand.

      thank you rex for your reply, but i’m still confused. are you saying that the decision to grant an STV to non japanese nationals is up to each individual embassy? but the thai MFA says there is a possibility for me to get one? i am an american and it is not safe for me to go back, due to high risk of covid and political unsafety. japan is considered low risk and im sure thailand would rather me enter thailand from japan than from the usa. i have emailed the fukuoka office and as a foreigner in japan, they said i could get a regular tourist visa but required japanese bank statements (which you need to be a japanese resident/national to have a bank account). emailing kyoto and tokyo have not been responsive. i’d appreciate any help you can give. thank you!

Because the price is so high if I apply through a tourist agent. In other words, can I travel to Thailand alone instead of joining a tour group with an STV now?

      Yes, Sweden is not qualified for the STV or Special Tourist Visa.
      I recommend that you use your retirement to apply for the COE. If this is not acceptable, please change your Non O retirement visa into Non OA retirement visa so that you can enter Thailand now.

      The Thailand Special Tourist Visa is a special visa for COVID 19 tourists. It cannot be changed to any visa inside Thailand. That is why the government is prioritising the Chinese people, because they travel in a group and they will not change into other visas (such as the visa you plan to change into) because they will go back to China.
      Maybe that will explain why some embassies do not know about this STV.

      Yes, there are ASQ hotels in Phuket but I do not think that there are flights from Israel to Phuket. if you flight lands in Bangkok, you must do the ASQ in Bangkok also.

    My uncle was married with Thai for more than 20 years. His wife is staying at Chiang Mai. He is at Kota Kinabalu, Sabah, East Malaysia. He want to go back to Thailand and we had apply for him for few time throught email, but not sucessful every time.

      I believe that turkey is not listed as a “low risk” country there, it may not be possible to apply for the Thailand Special Tourist Visa through the Thai Embassy in Ankara or consulate in Istanbul.

    I have a uk passport but have lived in Cyprus for 20 tears and have a resident permit. Can I apply for a stv visa. If so, since there are no direct flights from Cyprus to Thailand do I have to fly via another country which is also on the list of countries allowed entry

    I am from New Zealand, I just spoke to someone at https://www.thailongstay.co.th/stv_visa.html and he said that they are not letting anyone in from New Zealand at the moment, its only China?? From my understanding we can apply as New Zealand is a safe country, can someone confirm what is actually correct. I sent my New Zealand Passport to them 10 days ago to start the process. Is there any company that can help me get this STV Visa?

    I saw articles that Chinese are coming today and next week via STV but they seem to stay for only 30days.

    I thought the minimum stay should be 90days to get STV.

      The minimum stay is actually 15 days. That is for the quarantine. After the quarantine stage, the tourist may stay for 30 to 90 days on his preferred accommodation. In case of the Chinese, these are a group tour so after they leave Thailand for 30 days, the STV that they have will not be used for another entry unless they would apply for a new one and join another tour group.

      The Thailand Special tourist Visa or STV is single entry. It is valid for 90 days permit to stay and it can be extended for another 90 days inside Thailand twice. Depending on your location, the STV may not be available to some countries.

      There is no list of the low risk countries but you will know if your country is on the low risk if the Thai embassy in your country announces that they will be issuing the Thailand Special Tourist Visa. For Italy, you may have to wait until the Thai Embassy in Rome will announce about issuing the Thailand Special Tourist Visa.

    It states that you are not allowed to convert the STV into another visa. Would that mean that after the 3×90 days (if you extend the visa) you have to leave Thailand again?
    Despite having the possibility to convert into Non-B or ED-visa?

      Good day.
      When you enter Thailand under the Thailand Special Tourist Visa or STV, you agree that the purpose of the visit is for tourism only. Therefore, you are not permitted to change your visa. You can stay for 90 days and extend it for another 90 days twice. The total of 9 months would be enough for a genuine tourist to stay in Thailand. If you wish to obtain a Non immigrant B or ED visa, you need to apply for the visa at a Thai Embassy outside Thailand and use the new visa to enter Thailand.

      The minimum stay is 15 days which will be spent in quarantine. After quarantine, you can spend the rest of your stay in a hotel or rented condominium. You have an option to stay less than 90 days if you prefer too.

    Appreciate if you could have a reply on this since Im very confused.

    For STV visa, as you also replied in above comment,
    it seems people need to stay in Thailand for at least minimum 90 days with only case they can leave when there’s an emergency situation.

    However, many articles say Chinese who are incoming via STV tmr, and next week will stay only 30 days in Thailand.

    So is this meaning that only Chinese are available to stay at least 30days while others need to stay at least 90 days?, Can you pls explain on this ?

      Yes, I understand your concern. For the STV, you can stay for 30 days or 60 days or 90 days. Once you are in Thailand, nobody will stop you from going home to your country. However, for the visa application procedure, I recommend for you to follow the requirement first. You can show a proof of long stay accommodation. Once you are in Thailand and you do not wish to stay for 3 months, you are allowed to return home.

    I’m currently in china and I’m trying to get more information and help on entering Thailand to see my girlfriend who is a Thai citizen using the STV visa.
    I’ve been calling the Thai embassy in Beijing ( because that is the nearest embassy near me) and also have been trying to email them. I still haven’t gotten a response.

      Yes, you are correct. They can apply for the STV or Special Tourist Visa if they are permanent residents of the countries where they are located. I believe they might be required to submit a copy of residence card.

      Yes that is correct. From the name itself, it is a “special” tourist visa. This is not the same as the normal 60-day TRV (tourist visa) that you can change or convert into Non B or O visas. It is called STV, so it will remain STV for 90 days stay only or maximum 270 days.

    Hello, my husband and I are living in the UK but I am Canadian (he is British). Before Christmas, we are planning to spend six weeks in western Canada (including two weeks quarantining there) with my family, and then fly from there to Thailand to where our daughter and grandchildren live. We plan to stay in Thailand for an extended period.

    there is no indication that a “special charter flight on plane ” is needed.

    I do see it in on smaller writing later on under
    APPLICATION PROCESS

    1. Is a special chartered flight necessary for all STV applicants,

    even the people coming from China or Japan,
    countries are your preferred list ?
    I saw that there are regular flights coming from those countries, like Eva Air

    .

    Business visa :

    a. Are these people required to come on special charter flights ?

    b. Are you accepting applicants for Business Visa from United Kingdom or the United States?

      Currently, the following types of visas are NOT permitted to enter Thailand: Tourists visa holders (TR), Transit passengers (TS), Sports visa holders (S), Monks and other religious visa holders (R) and their spouses or children, Volunteers (O), and non-formal students visa holders (such as language schools, diving schools, boxing schools). Due to a high number of infection rate, the APEC card holders and the applicants who are currently in the USA and wish to obtain Special Tourist Visa (STV) do not fall under the categories that could enter Thailand at the moment, please check back regularly for any updates.

    I would like to apply for a special tourist visa but I’m abit confused on the New Zealand Thai embassy website it has written one of the requirements as

    “Health insurance from a THAI INSURANCE COMPANY with minimum coverage of 40,000 THB/year for outpatients and 400,000 THB/year for inpatients which covers the entire duration of the applicant’s stay in Thailand”

    However I don’t see that written here am I able to just purchase a COVID coverage 100,000 usd package or would My health insurance package have to include coverage for all medical needs
    As I have found a cheap package for only 15,000 baht from a Thai company covering up to 100,000usd for COVID protection only

    My husband and our son they don’t have HKID´s. But in your message “maybe the consulate will consider the application” means Thai consulate doesn’t have the certain rules and terms of this in Hong Kong? We tried to contacted the consulate and sent a tons of emails to many different ways without any response. We called the Thai cousulate in Hong Kong, the guy keep saying that they allowed HK resident apply ONLY and hang up my call. We really want to go and need to have a clear message. Thank you so much!

      Thanks! I visited them in person and they only allowed HK citizen or resident to apply the STV no matter what document I proof. My husband and my son they don’t have HKID´s and they are holding tourist visa in Hong Kong. The person at Thai consulate in Hong Kong told me that my husband and our son should go bank to US to apply this STV.

    I was informed by my daughter in Phitsanulok that a member of Immigration Police told her today that retirement visas are still being accepted. Can you confirm if that is still the case, as I have received information that flights can be arranged at very short notice from either Brisbane or Sydney.

    Given that I have permanent accommodation in Phitsanulok with my partner (and surrounding extended family), if that is the case, I would like to submit an application, even if it means attending your Embassy in Canberra.

    Could you please advise further?

      Dear Barry,
      You are correct the Non-Immigrant OA and OX visas holders can apply for the certificate of entry from the Thai Embassy in Canberra and Consulate in Sydney. I recommend that you apply for that visa and not the STV. The STV is somewhat unreliable right now due to the fact that the first arrival was a failure.

    Hi i currently have an education visa in Chiang mai that expires Dec 5th. I’m a Canadian citzen and hold a Candian passport.

      Good day.
      The purpose of the STV or Thailand Special Tourist Visa is to attract new tourists to stay in Thailand and not for tourists who are already in Thailand. You will apply for the STV at Thai Embassy in Ottawa. In which case, you need to return to Canada and then apply for the visa to re-enter Thailand.
      If you are now on a non-immigrant ED visa, I recommend that you extend your visa as it is.

      iSpeak, school in Phuket, offers possibility of education visa, without leaving the country. i have a neighbor who got a visa through them recently. you may not be in phuket, but they maybe able to help or offer recommendations.

      Thank you for your message. Regarding your inquiry, yes, you can enter Thailand if you are holding the STV. You will adhere to the mandatory 14-day quarantine in an ASQ hotel. if you are able to to get the STV, usually the flight you will take is the flight arranged by the accredited travel agency. Yes, you are expected to stay in Thailand for 90 days but you may be able to leave Thailand in case that you have an emergency travel abroad. If you left and wishes to re-enter, you need to apply for the new STV and follow the process as the first one.

    6.2 Health insurance with a minimum coverage of 100,000 USD and coverage of Covid-19 (English only)”

    Can I confirm if 6.1 & 6.2 have to be in one policy? Or can I have 6.1 from Thailand insurance company and 6.2 is current Hong Kong Medical Insurance which does not exclude COVID (covering Asia, including Thailand) ?

      Thank you for your message. If you are applying for the STV or Special Tourist Visa, yes, it is the same insurance policy. To make sure that the health insurance company is acceptable, may I recommend that you contact the Thai Consulate in Hong Kong.
      If the application is for a Non immigrant OA visa, you need two separate policy. Insurance police for the visa and insurance police for the certificate of entry.

    I want to enter Thailand – presumably under an STV – and then convert to long – term retirement visa. I already have accommodation under my Thai partner’s name. Would my STV application be cancelled by trying to convert status once in-country?

    STV application process says applicant must show ” proposed charter flight”.

    This is usually very expensive, especially for people flying long distances.

    Is this a requirement for STV

    or have I read incorrectly ?

    I have a GF in Thailand and a House in Phuket but am Having a lot of trouble trying to get to Thailand at the moment.

    I can’t get a STV Visa because UK is not on the list currently so firstly do you have any idea when UK will be on the list to get the STV Visa??

    Secondly if I’m trying to buy a business in Phuket either a Gym or a Travel/Tour Shop what are my options in the month of November for Getting a Non-B Visa As a Potential Investor? Is it possible for me to get a Non B Visa from the UK?

    The Embassy in London are very hard to deal with and don’t have the right answers. They DON’T know themselves what is really going on, and I can’t book an appointment to see them so they won’t even see me. So it’s very frustrating! In fact it’s an almost impossible situation without the help of a Good Embassy.

      The Thai Embassy in London is now issuing the Non Immigrant B visa under the purpose of conducting business. You need the following documents:
      -Sponsorship Letter from your Thai business partner
      -Company registration documents of your Thai business partner
      -Letter of Approval from the DBD or BOI confirming that you have a legitimate business meeting with your Thai business partner (this requirement is absurd).

    What about people who hold a Russian passport but currently living in US? Also, when STV will be allowed will your company be considered an official company that can coordinate these types of visa with TAT? According to the information I can get people are not able to apply directly for this visa. It will have to be done through authorized agents.

      According to the latest communication with the visa section of the Thai Embassy in London, the embassy is not issuing the STV to travelers from the UK due to the fact that the UK is not listed on the “low risk” countries at this time. However, the embassy has stated that you may check with them on a weekly basis in case there will be changes on the COVID-19 situation in the UK.
