Special Visa to Enter Thailand

The Thailand Special Tourist Visa (STV) is a special visa introduced by the Tourism Authority of Thailand for long-stay tourists who would like to travel to Thailand. It is one of the economic measures by the Thai government to restore the local tourism industry that has been affected heavily by COVID-19.

Update: The Thai Embassies and Consulates are currently issuing the normal 60-day tourist visa (SETV) and the special tourist visa (STV). Kindly contact your local Thai embassy for more information.

Thailand Special Tourist Visa Qualifications

Foreigners applying for a Special Tourist Visa must be:

  • Foreigner from a low-risk country according to the Public Health Ministry regulations.
  • Accept compliance of preventive measures as prescribed by the government, including submitting to alternative state quarantine (ASQ) in accredited hospitals/hotels for not less than 14 days upon arrival.
  • Provide evidence of a place to stay or accommodation during the long stay visit.
  • Show proof of payment for hotel accommodation or admittance to hospitals chosen as alternative state quarantine (ASQ) facilities.

At this stage, the definition of ‘low risk’ country remains open for interpretation and will change over time. It is highly recommended for those who are wishing to apply for the STV they must enquire at the Royal Thai Embassy or a consulate in their home country before making any bookings or paying money for agents or other services.

Requirements for Thailand STV

Foreigners applying for the STV will need to provide the following:

  1. Proof of accommodation after the 14-day quarantine, which could be any of the following:
    • Proof of payment for hotel or accommodation to be used after discharge from quarantine.
    • Copy of a condominium title deed owned by the visitor or a family member.
    • Evidence of renting accommodation – condominium or house.
    • Evidence of payment for the purchase or lease of a condominium-type residence that foreigners can legally buy or lease.

Foreigners with the evidence needed above will be eligible to apply for an STV from Thai embassies or consulates in selected countries.

STV Application Process

The interested applicant must get in touch with the Thai Embassy or Consulate or local office of the Tourism Authority of Thailand in their country or an accredited travel agency. An initial application will be submitted to the Bureau of Immigration for a background check.

After receiving the approval from the Immigration Bureau, the applicant or the agency will be requested to submit the visa application form, pay the visa fee, provide proof of ASQ accommodation, proposed chartered flight to Thailand, and copy of the health insurance policy. The application will be submitted to the Ministry of Foreign Affairs.

After the visa application has been approved by the MFA, the applicant will collect the STV visa and the Certificate of Entry (COE) which will be issued by the Thai Embassy or Consulate in his/her current location. The applicant will also provide the Fit to Fly Medical Certificate which must state that the applicant does not have COVID-19 and this certificate must be issued within 72 hours before the flight departure.

Visa Fee and Validity

Eligible applicants will have to pay a visa fee of 2,000 baht and the visa holder will be allowed to stay in the country for 90 days. After this period expires, immigration officers will be able to renew the holder’s visa twice, each for another 90 days at a time. Foreigners must submit an application and pay a fee in accordance with the rules.

Upon Arrival in Thailand

Upon arriving in Thailand, visitors must undergo health screening from the Ministry of Public Health. The STV holder will be issued a permit to stay for 90 days in Thailand if the tourists pass all screening measures. They will immediately depart the airport to begin the strict state quarantine at their paid ASQ/ALSQ.

Once they are tested negative for Covid-19 after the 14-day quarantine, long-stay tourists will have the freedom to travel as they please around the country with a mobile application that will track their destination.

The Thailand Special Tourist Visa (STV) holders can enter Thailand starting on October 1, 2020 until September 30, 2021.

Update:

The Thailand Special Tourist Visa or STV cannot be changed or converted into any other type of visa in the duration of your stay in Thailand. If the STV holder is found to be in breach of the conditions for entry into Thailand, the stay permit will be revoked immediately and the visa holder will be banned from returning to Thailand in the future. The STV project is only valid until September 30, 2021.

    Good afternoon,
We are a family (Belgian & German) but are currently Maltese nationals looking to stay in Thailand for at least 2-3 months over the winter. As far as I understand, Malta is currently not eligible for the STV? But is Malta issuing the regular 60-day visa? I cannot seem to find anything on a Thai embassy or consulate in Malta – is there a different embassy in Italy for example that I would need to contact?
Thanks in advance for your help!

    • November 22, 2020

      Dear Annika,
      Good day.
The normal 60-day tourist visa is now being issued in most Thai embassies and consulates around the world. I recommend for you to check with your local Thai embassy.
      Thank you.

We are due to fly with TUI from Gatwick UK in 15 days time on the 4th December for 14 nights. TUI have advised the holiday is still scheduled to go ahead. How is this possible if we have to quarantine for 14 days and only be staying for 2 weeks, not to mention the VISA.

    • November 19, 2020

      Dear Sarah,
      Good day.
You must adapt to the current situation and current regulations by Thailand. You need to secure a tourist visa and certificate of entry from the Thai Embassy London. You also need to count into consideration the mandatory quarantine. If you are staying in Thailand for 2 weeks, maybe it is good for you to cancel the trip and move it to next year, maybe in 2021 there will be no quarantine. You can also prolong your stay in Thailand. You can spend 14 days in quarantine and 16 days sightseeing.
      Thank you.

When applying for VISa and COE, do you need to book accommodation for the entire 60 days for tourist visa? I see there are places that I must put my address in Thailand, so I would like to confirm if I need to have the full stay accounted for at the time of application.

    • November 19, 2020

      Dear Keely,
      Good day.
What is required for the normal Tourist Visa is that you book an ASQ hotel for 14 to 15 days. The remainder of your stay, you can provide another hotel reservation (non-ASQ) or you can provide an address of a friend. You do not need to show a booking for the whole 60 days because you are free to stay with friends or rent an apartment.
      Thank you.

Hi, how much time do I have from the moment I get STV to entering Thailand?

Also assuming I get the visa:
If my country moves to middle or high risk before my flight to Thailand, will I still be able to enter Thailand with my STV?

    • November 19, 2020

      Dear Justy,
      Good day.
You have 3 months to use the visa. As long as you have secured a certificate of entry, you can still travel to Thailand regardless if the country will move from middle to high risk.
Also, low, middle or high risk, some countries are now issuing a normal 60-day tourist visa.
      Thank you.

The Special Tourist Visa or STV is not available in Sweden and Estonia. But you can apply for the normal 60-day tourist visa from the Thai Embassy. Please check the website of the Thai Embassy Stockholm, it is posted there already since November 1.

    Dear Rex,

I don’t have STV. I want to apply now. I was today in the embassy, they told me the STV is available for us and they told me that one lady has approved visa. I just gave an example that somebody else from here already have STV. I want to apply for STV for 90 days + 2×90 days extension. You tell me, that it is not available in Bulgaria, while the lady in the Bulgarian embasy told me, that it is available, but just for 60 + 30 days.

So, who is right? And what kind of visa I can apply for 6-9 month at the moment according to you? Because obviously is different from what I have information from here. And I try to understand what to do for 6-9 months stay?

    • November 13, 2020

      Dear Veneta,
Bulgaria is a high-risk country so I am not sure why they will issue STV. If you have spoken to the officer at the embassy, maybe you should believe him or her. If you already went to the embassy, you should apply for it already.
      Thank you.

Actually, the Bulgarian embassy is issuing Special tourist visa and COE already. It is stated in their official web page. Today I was in the embassy and sow approval of one lady application who is travelling to Bangkok. So, obviously there is STV in Bulgaria.

As I understand you say that normal tourist visa is available in Bulgaria, but STV is not. Why you said is not available? The lady in the embassy told me all the process for STV with the COE. Is COE still needed for normal tourist visa? I don’t know who is accurate now?

I want to stay in Thailand between 6 and 9 months. I am Bulgarian in Bulgaria at the moment. What can I do to stay 6 to 9 months?

I have friends who have a large Sailing Channel on YouTube, and who are currently in Fiji, and were allowed in with negative SARS COV 2 tests for the entire family onboard their large Catamaran Yacht.

They have asked me to inquire how they can enter Thailand. Again, they are in Fiji where there is no SARS COV 2!

    • November 13, 2020

      Dear Carey,
      Good day.
The first thing they need to do is to get the visa and COE. Issuance of the visa will be from a country near Fiji since there is no consulate or embassy in Fiji. You may contact Thai Embassy in Wellington NZ or Canberra in Australia.
      Thank you.

    • November 14, 2020

      Dear Carey,
How can they enter Thailand without a permit and the only way to get a visa and permit is through a Thai embassy or consulate. There is no embassy or consulate at sea. So they have to stop somewhere to get the visas and certificate of entry. If they can do it online, the best thing to do is to call the Thai embassy or consulate I mentioned earlier.
      Thank you.

Hello, I am from Bulgaria and tomorrow will start document for the special tourist visa. But all the information says that the visa is 90 days with 2 time extension for 90 days, so all together can be up to 9 months. But in the Bulgarian embassy they tell me the visa is just 60 days with extension only 30 days. So what is actually true? If I get the special tourist visa for how long it will be and how long can be extended?

    • November 13, 2020

      Dear Veneta,
      Good day.
The embassy can only issue the normal tourist visa valid for 60 days permit to stay and you can extension for 30 days. The STV or special tourist visa is not available in Bulgaria.

      1. I am not planning to pursue a degree in any university actually, but rather join a culinary school program. If the school is accredited or recognised by the Ministry of Education in Thailand, would I still be able to apply for this Non Immigrant ED visa?

      2. I am also interested in the Thai Elite visa program as an alternative visa option. If I apply for this program and is successful, will I be able to go to Thailand under this program? With a Malaysian passport and under the current ‘medium-risk’ situation?

Looking forward to your reply, thanks so much in advance!

      1. Joining a culinary school program does not qualify to obtain a Non Immigrant ED visa during this time.
      2. Yes, Thai Elite members and visa holders are among the special groups of foreigners allowed to enter Thailand regardless whether you you are travelling from low, medium or high risk countries. Only the STV and TRV visa applications are dependent to the COVID-19 infection rate.

    Hello Rex,
my wife and I are Italians but live in Malaysia. What is the criteria used for people of one nationality living in another country? I mean, is Italy or Malaysia (in our case) taken into account to decide whether or not we can apply to the STV?
In our case, for instance, we haven’t gone back to Italy since October 2019.
Thanks a lot for the answer, have a great day!

    • November 9, 2020

      Dear Alberto,
      Good day.
Recently, like few days ago, Malaysia has been removed from the low risk country list and moved to medium risk country. It means that the STV and TRV has been suspended until further notice.

Thank you Rex. I was at first confused because the airlines do not list Tourist Visa as an exemption to travel. But now I see that Tourist Visa is classified under the category “(8) Non-Thai nationals who are permitted to enter the Kingdom under a special arrangement with a foreign country
or have been granted permission by the Prime Minister – all of whom must strictly adhere to the Kingdom’s
      communicable disease prevention and control.”

      One more question.
“Non-Thai nationals with banking account balance no less than $17,000 or 500,000 baht each month for the last six month”
Does this have to be my PERSONAL account or can it be my father’s? I cannot get a clear answer from the embassy.

      Thank you kindly.

    • November 19, 2020

      Dear Keely,
      Good day.
The Tourist Visa issuance and COE based on TR visa is recent. perhaps some airlines have not been informed. But the airline will let you board the flight if you have a Certificate of Entry.
Also, as of today, November 18 2020 the 17,000 USD requirement has been removed. You only need to show sufficient proof of funds based on your length of stay.
      Thank you.

Japan has a reasonably low rate per capita, 838 per 1m pop, but removed from the list. Singapore (9896 per 1m pop!!!), Malaysia (1211 per 1m), Australia (1080 per 1m) have higher rates than Japan, but they remain in the list. Right there are very few cases now in Singapore and Australia, but so many cases (1755) in Malaysia yesterday (944 for Japan). I don’t get it.

I would recommend for you to get in touch with the Thai Embassy in Tokyo or the CCSA in Bangkok about that.
If you are not qualified to apply for the STV or special tourist visa, you might qualify for the normal tourist visa which is being issued in Tokyo and in your home country in Canada. The TR visa is now being issued by Thai embassy in Tokyo and also in Ottawa. If you are a permanent resident of Japan, please check here:

With the ASQ hotels, are tourists required to stay in the hotel room or just required to stay at the hotel ? Like can we leave our room, but stay on the hotel grounds? (hotel beach, hotel restaurant, etc.)

    • November 8, 2020

      Dear Michael,
      Good day.
The issuance of the special tourist visa STV or the normal tourist visa TRV does not rely on your nationality. It depends on the Thai embassy where you will apply for it. Since there is no Thai embassy in Iraq, your option is to apply for it in your home country. If you are from the US, the TRV (not STV) is being issued in Washington DC and that would be the best or maybe the only place to get it.

      Dear Ursula,
      Good day.
As far as the Thailand Special Tourist Visa (STV) or the normal tourist visa (TRV) are concerned, it is not possible for travelers from the UK and Germany to enter Thailand using these visas. You may check this page for other visa that you may qualify and be able to obtain the COE:

Please would you be able to help me.
I am leaving and I am a Resident of Macao, as there is no Thai Embassy in Macao, I will have to go in HK and quarantine, to request a STV.
But before going to do this, I wish to know if the Proof of Flying ticket is required for the return too?
It is a bit difficult to plan a return Flying ticket as it is a long stay….
thank you very much for your help.

Hi, what is the current full list of requirements for STV?

Thai Embassy in MY published requirements such as proof of at least THB 500,000 in my bank account or proof of complete payment for an Alternative State Quarantine (ASQ) to be presented before even applying for STV.

Do the requirements vary between the embassies?

    • November 3, 2020

      Dear Justyna,
      Good day.
yes the requirements vary from one country to another. But your question about the 500,000 THB savings and the ASQ hotel booking are general requirements. The embassy must make sure that you will be quarantined before you can go doing tourism activities.
Should you have further question or clarification, please call the Thai Embassy in KL.
      Thank you.

I’ve found this list on my Thai Embassy website in Malaysia and I’m a bit confused as there are much more requirements than in your article: https://image.mfa.go.th/mfa/0/n3gTFT2TOE/document/VISA/18.1_STV.pdf

Can you please confirm what is the full list of items I need to provide?

    • November 2, 2020

      Dear Justy,
      Good day
Yes. The requirements are listed by the respective embassies. Therefore the best and more specific requirements will be listed by the embassy. Our page is only providing the general information.

    Hi,

My Vietnamese partner is currently staying in Victoria, Australia, and she is expected to finish her business and go back to Vietnam by the beginning of 2021.

However, she desires to have a long stay in Thailand after finishing her business by applying for STV. Could you please advise that, in this scenario, what is the best option for her between applying STV in Australia with Thai Embassy in Canberra, Australiaand applying STV with Thai Embassy in Vietnam?

If none of the options above is available, could you please also advise is there any way that she could visit Thailand in current circumstance.

    Thank you.

      Dear Edmund,
Good day. The Thai Special Tourist Visa or STV is not available in Europe due to high infection rate of COVID-19 in the area. The Thai government is accepting the tourists from Asia Pacific first.
I recommend for you to keep checking with the Thai Embassy or Consulate in France for updates.
Thai Elite Visa may work for you as an option. Please check this page: https://www.siam-legal.com/thailand-visa/thai-elite-visa.php

I need to provide proof of my stay after ASQ but i am planning to stay with my new partner which lives with her relative . But we are planning to find a condo once i am there .. What can i do there ? Can i provide her relatives deeds or lease as proof ??
    Any help appreciated
    Thank you .

    • November 1, 2020

      Dear Tony,
      Good day.
The main requirement for the STV is that you have proof that you will stay in Thailand for long stay. If you have no proof of accommodation, your application may be denied. I recommend for you to call the Thai Embassy in Canberra to know your options on how to show long term accommodation. I am not sure if the embassy will accept a title deed of the property of your relative, perhaps they will accept it if it is a title deed of your parents or siblings.
      Thank you.

    Hello Rex,

My name is Lulu from China. I checked the STV application procedures in Australia and found that Australian residents could book their own ASQ hotels and buy their own flight tickets without being in groups. Isn’t it unfair for Chinese tourists who can only apply the STV via expensive agents? All the Chinese agents ask for more than 175000THB per person for the 14-days package. Why do you treat foreign tourists differently? Can I also buy a commercial flight ticket and contact a hotel from your ASQ list to travel to Thailand?

Thank you, and I look forward to hearing from you.

      Dear Helen,
      Good day.
The issuance of the Special Tourist Visa or STV will depend on the COVID 19 infection rate in your country. If there will be no local transmission for a few weeks, then you will be listed as low risk country and STV will be possible. You can also travel to Thailand right now, for other purpose, please check this page:

Hello, I am writing this to get to know about getting a NON-B visa for my boyfriend as he is expecting to travel to Thailand and to stay long term during December and January that he expects to fly. He is French and currently living and working in Romania right now. He’s interested in applying for this visa as he has a company in Bucharest and is thinking about finding a great opportunity to make a business in Thailand too. He has been trying to contact the Embassy but Thai Embassy there is helpess and so hard to reach both via Call or email and it is a frastrating.

We actually expected to get the STV visa as well but unfortunately Romania is still not considered as a low risk country for COVID-19 situation.

Would you please give me more clearly information and all documents required for this visa, also the price of all or if you have any suggestion about coming to Thailand in this period would be appreciated so much.

    Thank you very much

The best source would be the Thai Embassy in Moscow. If the Thai Embassy in Moscow posted the requirements for the Thailand Special Tourist Visa or STV, then the visa is already possible to be obtained. Right now, only Thai embassies in Asia Pacific are issuing it.
