Thailand has closed all its borders in an effort to contain the spread of COVID-19 in most of 2020 under the invocation of the Emergency Decree. At present, Thailand has opened the country to foreign travelers and tourists. Now, fully vaccinated travelers, both Thai and foreigners, are allowed to enter Thailand without quarantine under the Test and Go Program or the Phuket Sandbox Program. However, the mandatory quarantine of 10 days is still required for both unvaccinated travelers and 14 days for those traveling from African countries.

Who is qualified?

Travelers should be any of the following:

  • Thai nationals
  • Foreigners under the Visa Exemption List
  • Foreigners under the Visa on Arrival List
  • Foreigners who are holding a valid non-immigrant B visa (with Work Permit) and those with the extension of stay of Non-immigrant B visa (with Work Permit), including their spouses and children.
  • Foreigners who are granted permission (WP3) from the Ministry of Labor to work in Thailand and their families.
  • Foreigners who are holding non-immigrant D and F visas as part of the diplomatic corps and their families.
  • Foreigners who are holding non-immigrant O visas who are spouses, parents, or children of Thai nationals.
  • Foreigners who hold Certificate Permanent Residence including their spouses and children.
  • Foreigners who are students of formal educational institutions approved by Thai authorities, including the parents or guardians of the students.
  • Foreigners who are in need of medical treatment in Thailand, and their attendants.
  • Foreigners who are invited by the government and those who are permitted to enter the Kingdom under a special arrangement including Thailand Elite Visa.
  • Foreign migrant workers with official documents.

Where to apply for permission to enter Thailand or Thailand Pass?

The Thai or foreigners must apply for the Thailand Pass to enter Thailand from the official webs portal: https://tp.consular.go.th/

The application is done online and the processing time ranges from 3 to 7 days. If you are required to have a valid visa, it is recommended to secure your visa from the Thai Embassy or Consulate before applying for the Thailand Pass.

What do you have to prepare prior to traveling to Thailand?

The foreigner or non-Thai nationals must carry the necessary documents as follows:

  1. Thailand Pass issued by the Thai Ministry of Foreign Affairs Thailand Pass System.
  2. COVID 19 Health Certificate issued by the relevant authority and the COVID-19 medical test result. The test must be conducted no longer than 72 hours before the date of travel. This certificate is also necessary at the airline’s check-in counter for a boarding pass to be issued.
  3. COVID-19 Insurance covers treatment and medical expenses related to COVID-19 with a minimum coverage of 20,000 USD.
  4. Confirmation of reservation of a Test and Go Hotel, Sandbox Hotel, or the ASQ Hotel.
  5. Vaccination Certificate or vaccine card

How to obtain a Thailand Pass?

The foreigner must apply for the Thailand Pass at least  5 to 7 working days prior to the intended date of travel.

For the Thailand Pass, he/she must submit the following documents:

  • Copy of Passport
  • Copy of the Travel Health Insurance Policy covering treatment and medical expenses related to COVID-19 with a minimum coverage of 20,000 USD.
  • Copy of flight details of the intended date of travel.
  • Copy of Confirmation of reservation of a Test and Go Hotel, Sandbox Hotel, or the ASQ Hotel.
  • Copy of proof of Vaccination (if any)

What to do upon entry to Thailand?

When entering Thailand, the foreigner or non-Thai national is requested to follow the Thai authority’s guidelines for preventing the COVID-19 pandemic as follows:

  • Present the Thailand Pass QR Code to the Thai authorities at the airport of arrival
  • Present the COVID-19 PCR test result (issued from the country of departure)

    Hello,
    I have a passenger who holds a non immigrant O visa and wants to travel to Thailand with his partner who holds a Thai passport
    Is his visa sufficient to enter Thailand?

    For the “within 72 hours”, does that mean the test has to be performed within 72 hours of the flight, or does it mean that the results have to be issued within the 72 hours?

    Can I do the test outside of 72 hours but get the results within 72 hours of the flight?

    Hi there
    I am looking to make a booking for 5 days in January 2021.
    I’ll be travelling from Newzealand.
    Do i need to quarantine and cannot go out of hotel throughout my stay?
    As I’ll be travelling from NZ and NZ is safe from Covid-19, will i get the exemption?
    Additionally, on indian passport i believe visa on arrival is still active however, the total application fees is 10,000 bhat plus 2000 bhat at immigration counter ?

    why on your website does it say those with Non-Immigrant O-A visas are allowed to enter Thailand and in the news it has been stated Retirees are allowed to enter Thailand BUT under “who are qualified ” it does not mention Retirees ????

      There are 3 types of retirement visas. Non Immigrant O which is extended into 1 year, there is the non-immigrant OA and also there is non-immigrant OX visa. Right now, all we can say is that Non Immigrant OA and OX visa holders are included on the list of foreigners permitted to enter Thailand. If you have a retirement visa under non immigrant O category, we recommend for you to call the Thai Embassy in your location to make sure if you are also qualified or if not.

      I believe the STV applications has been delayed. I recommend that you apply for the STV from a Thai embassy in a country with very low COVID-29 cases. Perhaps it is better to apply in Israel than in Turkey.

      Yes, Thailand has a travel ban. There are no commercial flights to Thailand. The only flights to Thailand are repatriation or chartered flights with approval by Thai Embassy London. These flights are once a week operated by Thai Airways I believe. For the Thais to return to Thailand, they must sign up for these flights and they must contact Thai Embassy in London.

      There are reports that Non Immigrant OA and Non Immigrant OX visas issued by Thai Embassy abroad (Australia and Switzerland for example) are now eligible to apply for the Certificate of Entry and allowed to enter Thailand. However, for the Retirement Visa extension holder, I am not sure if you are covered by it. I would recommend for you to check with the Thai Embassy in your current location to get the update.

    hi. I am a U.K. citizen holding a Thai Non Imm OA visa. I am currently here in U.K. with my Thai partner of 4 years and her son. We are looking to return back to Thailand at end of October on Qatar airways. Will be able to travel back together or should we travel separately.       Yes, you may travel together. I am not sure yet if Thai Embassy in London is now issuing Certificate of Entry to Non Immigrant OA visa holders. May I ask if you are married to your partner?
      Hotel quarantine is not free of charge. The Thai national has an option to pay for a hotel quarantine or they undergo a free state quarantine which is provided by the government.

    Is there a way to get a list of the quarantine sites the gouvernment approves and its cost. It appears some of the sites have double the cost of my airfare. Can a visitor choose which site approved by gouvernment he can stay. Some hotel sites offer as low as 6000 baht for a 14 day stay but not aware if approved by gouvernment.

    I have a question about the EDucational visa.
    If I enroll in a language school that supports ED visas, would I still be able to enter and leave the country when necessary?
    For instance 1-2 months in Thailand and 1-2 in my home countery etc.? Or however necessary.

    Good Day,

    We were planning to travel to Thailand, from the UK to visit Gilhams Fishing Lake in Krabi on 21st November, staying at the resort for 8 days and returning to the UK directly thereafter.
    We we part of a single group who would have the lake entirely to ourselves for the period.
    We would enter at Bangkok and internal flight to Krabi then return same route.

    Is this likely to be possible?

    Is it possible to currently apply for a Non-immigrant type B business visa?and use it to enter Thailand and do we need a work permit as well?

      If you have a Non B visa for business, no, this will not qualify to enter Thailand. If you have a Non Immigrant B visa for Thai employment, yes, you can get a certificate of entry and you enter Thailand.
      Another option to enter Thailand aside from Non B visa with WP3 is the special tourist visa.

    My family holds a Non-immigrant O visa and needs to apply for COE with the Thai Consulate at Mumbai, India.

    Till about last week – I was able to view the COE application form but now I do not find it. I have emailed the Thai Consulate on the email ID provided on the website but haven’t got a reply from them.

      The 14-day quarantine is mandatory. It means, you need to do it either at the state quarantine or at the hotel quarantine. There has been reports that it might be reduced to 7 days quarantine in November. When do you plan to come to Thailand? Do you already have a visa for Thailand or permit to enter?

This morning her mother has had a serious accident and has been taken to hospital and is need of an operation on her brain. My partner obviously wants to travel out to help her.       Yes, you can apply for the Non Immigrant O visa for having a Thai wife. You need to submit a copy of the marriage certificate and copy of ID card of your Thai wife. The application for the visa and the certificate of entry is done online. I recommend that you contact the Thai Embassy in your country for more information about the visa application.
      Another option for you is the special tourist visa or STV, if you are qualified, you must get in touch with the local Thai Embassy or the Tourism Authority of Thailand in your current location for more information.Thank you.

    I’m a little bit confused because in your presentation you say the visa is open to « foreign nationals…with the intention … to stay … as tourist to boost the tourism industry”.

    Yet in the list of possible applicants I see Thai nationals, diplomats, students…. But not plain tourists.

    My situation is the following, could please let me know if it makes sense for me to apply ;

    I’m 71 years old and I have a good friend in Thailand. We’ve met in 2012 and I usually visit her 2 or 3 times a year for 3 weeks periods. Now I haven’t seen her for more than a year and she is reluctant to come to Europe.

    Besides I presently have 72,000 THB prepaid hotel and plane reservations made in December 2019 that I couldn’t use. I fear if I wait too long these will become void and the money will be lost.

    Among which :

    16,000 THB at Chatrium Riverside hotel in Bangkok. Could I stay in this hotel for the quarantine ?

    35,000 THB for a Brussels-Bangkok-Brussels flight with Thai Airways. Can I use this company for flying over ?

      The flights arranged in cooperation with the Thai Embassy in the US are operated by Eva Air, Korean Air, Qatar, Asiana and Cathay Pacific. I am not sure if these are non-stop flights.       That would depend if you are below 20 years old. If you are below 20 years old or a minor, you can get a non immigrant O visa and certificate of entry from the Thai Embassy in Manila.
      Another option for you is the Special Tourist Visa which you may start applying by contacting the Thai Embassy in Manila or the TAT office.

      The Thai national must obtain the fit to fly certificate and he or she must sign up for the repatriation flight that the Thai Embassy arranged. The PCR test result for COVID 19 should be issued not more than 72 hours before the flight. The state quarantine must be done in Bangkok for 14 days before he can go to Phitsanulok.

    Hello Rex. I am planning to travel to Bangkok in October from USA. I have been granted non-immigrant O visa valid for 90 days. My question is, do I need to also have a return ticket to present upon arriving to Bangkok? Every where it is showing that I can only purchase one-way repatriation ticket, but I just wanted to confirm since I am coming for 90 days only, do I need to show a return ticket, or can I book my return ticket later?     I am a UK national with a Thai spouse. I am currently in the UK ( my wife is in Thailand).

    I want to travel back to Thailand in November. I have a Spousal visa valid until 28th February 2021 and a Re-entry Permit also valid until 28th February 2021.

      The Thai Embassy in Manila is very strict. They will only issue a certificate of entry to foreigners who have Thai wife or child or to foreigners with Thai work permit. For your Swedish Embassy visa interview, it does not fall under those categories and you may be refused the issuance of COE.       In order for you to come back to Thailand, you need to have a new Non Immigrant O visa and a Certificate of Entry. If the Thai consulate in Shanghai cannot issue these documents, you need to return to your home country and obtain the Visa and Certificate of Entry from that place.
      Maybe the another way is to apply for the Special Tourist Visa. Please contact the Thai Consulate in Shanghai or the Tourism Authority of Thailand Office in China.

      You have two options:
      1. If your nationality and country of departure qualifies for the Special Tourist Visa, you may do this. You may call the Thai Embassy in your country tomorrow to know when will they start issuing this visa.
      2. Thai Elite Visa. You can sign up for membership and the processing for membership and visa application may take 1 to 4 months.

    Hi, the information on this site is incredibly useful – thank you for putting it together. I need to clarify something I have been able to find clearly.

    I entered thailand with a uk passport on the 17th of March 2020 with a visa exemption. Am i able to extend beyond the 26th of September without a letter from my embassy? and should the amnesty be extended again – will i have used my only extension and would require a letter for subsequent requests?

      Good day.
      The visa amnesty will not be extended anymore. That is 100% certain. However if you are unable to leave the country, you may apply for the 30-day extension when you present a letter from your embassy. Should the 30 days extension not enough, you may do a repeat of this 30 days extension, and you present a new embassy letter.

      Yes, it needs to have a stamp of either Thai Embassy in India or the Indian Embassy in Bangkok.After that, it has to be legalised or apostilled at Ministry of Foreign Affairs in Bangkok.

    Judging from the rules for Thai nationals returning to Thailand stated above
    a “Covid-19 free” certificate is optional and not mandatory.
    A “fit fo fly” certificate is however mandatory.
    Is that correctly understood.

      All of you may travel together. While you apply for your Non Immigrant B visa, you should also apply for the Non Immigrant O visa for your family. Then all of you applies for the Certificate of Entry from the Thai Embassy in your location.

Once you have these, you will apply for the Non Immigrant B visa and Certificate of Entry from the Thai Embassy in your location.     We have been trying to move to Bangkok since January. Our son has been accepted and started virtual school at ISB. My husband is setting up a representation office for his work…..but he can not get there to sign 1 document.
    Should we try to apply for a student visa? They only allow 1 parent to accompany the child. Or should we continue to wait for new announcements on Oct. 1st?

      You have different options:
      1. Non Immigrant ED visa for the child and Non Immigrant O visa for 1 parent.
      2. Non Immigrant B visa with work permit for your husband and Non Immigrant O visa for you and child. This mean, they have to make haste of the company registration and other documents.
      3. Thai Elite Visa for your husband and you as his dependants.
      4. Special Tourist Visa coming in October at your local Thai Embassy. It is best to get in touch with the Thai Embassy this early in case they have a waiting list.

    Hi I got married to a Thai national on the 3rd March this year, came back to the UK on the 19th March, with the intention of clearing up business here, and returning to Thailand, i work online so self sufficient, it has now been 6 Months since me and my wife were together, an i am not finding it easy to get back, problem being, i did not have time to apply for marriage visa upon return to UK,and cannot now apply as visa office closed, obviously i cannot return on tourist visa, so i am asking you if there is another course of action i can take, Please Help.

    I’m in the process of obtaining a work permit and my husband will join me on a Non O spiuse visa. He may have a job oportunity in Thailand later this year. Will he be able to switch to a work permit there without having to leave the countey given the circumstances? Or is it better to delay our departure until he receives it?

    My husband and I work and live in Thailand. We are American. Our son is 19 years old and attends college in the USA but his home is still with us in Thailand. Can he get a COE so he can stay with us when his school is not in session? He no longer has a non-immigrant O visa.

    then I will apply Non -B and COE together is ok?., or should i wait Non B visa approval, then apply for COE?.,

    In that Case, Covid 19 insurance coverage should i buy for Non-B visa period of 90 days or should purchase for 1 year coverage?

      Yes, you may apply for the Non B visa and the COE at the same time. However there are some Thai Embassy that will do the visa first and then they will do your COE. For the insurance, you can use 3 months insurance and the starting date should be the date you arrive in Thailand.

      You will apply for the Non-Immigrant B visa together with your WP3. Your spouse will apply for the non-immigrant O visa as your dependant. Both of your initial visas are valid for 90 days only and both visas must be extended for 1 year inside Thailand. Make sure your marriage documents are stamped by Thai Embassy prior to coming to Thailand because that is important when doing the 1 year extension.
      If your spouse finds a job in Thailand, the new employer will change his Non immigrant O visa into a Non immigrant B visa the same way your employer did to your Non Immigrant B visa.

      Yes, if you do the ‘Safe and Sealed” program, we recommend that you come with the 60-day TR visa (tourist visa) issued by Thai Embassy. Yes, after you have stayed in Phuket for more than 3 weeks, you are able to change into a Non Immigrant O visa and into a retirement visa, in Phuket or outside Phuket.

      The Thai Embassy has a template or format of the Fit-to-Fly document which you need to bring to your doctor together with the COVID-19 PCR test.

      In order for you to be able to come to Thailand, you need a non immigrant O visa which is valid for 90 days, therefore it is just right if the insurance is also valid for 90 days. However, it is up to the Thai Embassy to let you know if they have a specific requirement.

    I’m applying for a non-B visa (teaching) at the Thai embassy in Seoul, and this is what they request for the COE. What are 1.3 and 1.4 exactly? I can’t seem to get answers from the embassy whatsoever.

    1.1 A copy of applicant’s valid passport;
    1.2 A filled in visa application form;
    1.3 A diplomatic note from the country’s government of the applicant confirming the official status of the applicant and official purpose of travel; and
    1.4 A letter from the respective DCIOs affirming responsibility for healthcare or treatment expenses, or documentary evidence demonstrating a guarantee that the traveler is able to take responsibility for his/her own healthcare or treatment expenses, including for COVID-19, throughout the duration of stay in the Kingdom of Thailand.
