Fully vaccinated travelers to Phuket may qualify under the No Quarantine programs namely:

  1. Phuket Test and Go
  2. Phuket Sandbox

Phuket Sandbox is a program that allows foreign travelers to visit Phuket province without having to undergo quarantine. They must have a negative RT-PCR test result before they can enjoy traveling and do leisure activities throughout Phuket.

Under the Phuket Sandbox program, travelers do not need to do a mandatory quarantine but they must stay in Phuket for at least 7 nights and will then be allowed to visit other destinations in Thailand.

Who can travel to Phuket from abroad?

  • Vaccinated Thai and foreign travelers from any country before traveling to Phuket
  • Unvaccinated children under 18 years old traveling with vaccinated parents
  • Travelers from country that are not considered as low risk

***Unvaccinated adult travelers will be required to undergo mandatory quarantine at any AQ Hotels in Phuket for 10 days.

Phuket SandBox Requirements

***Full vaccination at least 14 days prior to your departure to Thailand and not more than 12 months.

Important Things to Remember

  • You must stay in a SHA+ accredited hotel in Phuket only.
  • You must fly to Phuket from abroad. Transit in Bangkok is only allowed if your flight is a sealed flight.
  • If you are staying less than 7 nights in Phuket, you must fly out of Phuket to an international destination.
  • If you are staying for 7 nights/days or more in Phuket, you will then be able to travel to any domestic destination in Thailand.

SHA+ Hotels in Phuket

Flights to Phuket

At present, certain airlines are permitted to operate commercial flights to Thailand. Airlines such as  El Al Israel, Finnair, Cathay, Qatar, Emirates, Etihad, THAI, and Singapore Airlines operate flights to Phuket on a daily basis.

Transit in Bangkok is only allowed if your flight to Phuket is PG5275, PG5279 or WE8750.

TIP: If your flight to Phuket is not full, you may request the cabin crew for you to be seated two to three rows away from other passengers. Just in case one of the passengers tested positive for COVID 19 on arrival, then, you do not need to be isolated or quarantined at your own expense.

COVID 19 Insurance

With the new wave of COVID-19 in Thailand, COVID-19 Insurance is a mandatory requirement for travelers. It acts as another level of security to ensure that you can cover all costs in case you are diagnosed with COVID-19 during your stay in Thailand. It covers you for a minimum of $10,000 policy and it must cover the duration of your stay in Thailand.

Thailand Pass is a mandatory official document issued to Thai and Non-Thai nationals who are permitted to enter Thailand. It confirms that you meet the entry requirements as set by the Thai government and you are accepted to enter Thailand.

Frequently Asked Questions

Will it be mandatory to stay in SHA+ hotels only? Can we stay in a friend’s house or our own condo?

No, you can only stay in SHA+ accommodation only for the first 7 nights before you can stay in private accommodation. You can book 7 nights in Phuket before you can move to other provinces of Thailand or before you can stay in private accommodation.

Would other people be allowed to visit the traveler during the initial 7-night stay?

Yes, if that person is fully vaccinated or if that person comes from Bangkok, that person must follow Phuket entry requirements for domestic travelers such as having RT-PCR COVID 19 test before traveling to Phuket.

If one wants to go out to a restaurant or a bar in the evening, do you need a guide?

No, you can move around Phuket freely. However, if you want to do other touristic activities, it is advisable to book it through an accredited SHA+ tour operator.

Do travelers still need to apply for the Thailand Pass?

Yes, anybody traveling to Thailand is still required to obtain a Thailand Pass(or visa applicable) from the Thailand Pass system. The process will take at least 5 up to 7  business days.

Do travelers have to stay in the same SHA+ hotel for the full 7 days required on arrival or is it possible to move between several hotels?

You must stay for at least 7 nights in your first SHA+ hotel in Phuket before you can move to another hotel in Phuket or other provinces.

The COVID tests, will that be in the hotel or hospital?

It will be in the designated test centers in Phuket and you must pay the COVID 19 tests before applying for Thailand. You can also book your COVID test on this page: https://www.thailandpsas.com/

    I have a Ukrainian passport. I have business in Germany for a few days and then want to travel to Thailand and enter Phuket for the sandbox programme. Since I fly from Germany do I apply for CoE in Germany?

      You need to apply for the COE at the Thai Embassy in Germany. You only need to have stayed in Germany for 21 days in order for you to qualify for the Phuket Sandbox.

    What will happen if I have received a COE and before departure to Thailand, my country is not on the list of allowed countries anymore?

      Dear OG,
      That is the reason why you cannot apply for the COE under Phuket Sandbox earlier than 30 days before your flight because of that. As long as you have been issued a COE, you can still use it unless the flight was cancelled due to travel ban from your country. If your country is removed from the list, you will be downgraded to stay in a quarantine hotel when you arrive at the Phuket airport.

    Hello, I’m hoping to visit in November coming from the United States but will be visiting the Maldives first for 7 days. I don’t see Maldives on the list. Does that mean we must quarantine?

      Yes, that is correct. You need to quarantine when you enter Thailand because the Thai Embassy in Sri Lanka (for Maldives) cannot issue the Phuket Sandbox COE.

      The Thai Consulate in Dubai will require for you to have stayed in the UAE for 21 days before you can be issued a COE for Phuket Sandbox. Also, the other issue is that you need a TR visa aside from the COE.

    Hi Rex – can you give some clarity on the following: US Passport Holder & Work Permit Holder presently outside of Thailand but due to return. Is the “eligibility” for a) Sandbox (list of countries) as well as b) doing ASQ determined by Passport or Country of Flight Origin? For example, I was planning to return from Turkey but may have a work trip that would have me returning from Ukraine (but via Doha, transit only)? Is eligibility based on US passport, coming from Turkey, or coming from Ukraine? Thanks!

      It is determine by the country where you are originating. It is not by nationality. If you are in the country listed in the Phuket Sandbox, even if you are not a citizen of that country, you will be able to apply for the COE as long as you have the visa or visa exemption to enter Thailand. If you are departing from Turkey, you are eligible to get a COE for both ASQ and Phuket Sandbox. If you are departing from Ukraine, you can only apply for COE using ASQ.

      Technically, you can apply since you are a permitted person to enter Thailand and Qatar is a listed country for Phuket Sandbox. However, the local Thai Embassy in Qatar may require for you to provide a Qatar ID card or maybe they can only issue COE if you are a citizen or resident in that country. I recommend for you to call them first.

      Technically your mother can go to Phuket as long as she has COVID test before going to Phuket. However, some hotels will only accept vaccinated guests. I recommend for you to ask directly the SHA+ Hotel in Phuket where you are planning to stay.

      1. Yes you can travel to Bangkok after you completed 14 nights and Phuket and yes, it is possible for you to travel from Bangkok to Phuket.
      2. It is not a problem if you enter Thailand through Phuket and you exit Thailand through Bangkok (at least after 15 days).

    Also, do you know what happens if someone on my flight test positive – what will happen to me when I land in Phuket?

      It is 14 nights as minimum requirement. If the person in your flight tested positive on the test upon arrival, only the people who has close contact with that person will be asked to be quarantined and not the whole flight.

    To Whom It May Concern,
    I have applied for the Phuket Sandbox COE. I will be staying in Thailand for 30 days and plan to leave Phuket after my 14 nights stay as required. I am confused about the travel requirements. Here is what my plan is: I will travel from my destination to Phuket. After my required stay in Phuket I want to fly to Bangkok in order to continue my travels within the country by car. Will I be able to fly domestic out of Phuket to BKK? After my 30 days is up can I fly out of Bangkok back to my destination? My final COE approval is based on my travel plans and this is why I am asking these questions. Thank you in advance and have a great day!

      The 14-night requirement is only applicable if you have plan to travel to other provinces. If you only want to stay for a couple of days in Phuket and fly out of Phuket to Dubai or Singapore, then you can stay less than 14 nights.

    We have a British Airways package holiday booked for 8th October from UK via Singapore staying at The Village, Coconut Island. I have no idea if this holiday will go ahead as it was booked before Sandbox was confirmed and therefore was not booked following Sandbox conditions.
    Also I can’t see this hotel on the list of Sandbox hotels even though they say they are on on their website. Other than just wait, any thoughts on what to do?

      I recommend for you to check with the Hotel if they can issued SHABA Certificate that you can use for your COE application. If the trip is in October, you ca apply for the COE, after September 10 only.

    I’m in the Phuket sandbox now with a 45 day visa on entry. In the past when they had 30 day visa on entry I could extend that an additional 30 days for 1900 baht at an immigration office. Are extensions still available?

    I’m really wondering about the insurance requirements. I read somewhere that it should cover the length of the visa. My visa is a Non-immigrant that will expire in about one year. Do i need to subscribe an insurance for one year or is there any work around? It’s really expensive and yet useless… thanks

      Yes, you can buy an insurance valid for a year if you have a 10 or 11 months remainder in your visa. Health insurances are not useless since you won’t know when will you need it especially during this pandemic.

    I am currently in a SHA plus hotel. After 14 days I wanted to travel on to Bangkok. As far as I know, in order to continue my journey I have to be able to prove that I spent 14 nights in a SHA plus hotel. The hotel only wants to issue me this certificate for a fee of 700 baht. Is that correct?

      In order to travel out of Phuket, you need your latest COVID test result and a certificate from the hotel. I assume it is free of charge because in Bangkok, ASQ Hotels issue this type letter for free. I am not sure if this is another way to scam tourists in Phuket. Please ask your hotel for clarification.

    1. Where can we apply for the sandbox project? I once found the website where we have to upload all of our documents but cannot find it anymore.

    2. Our son will turn one year old on July 22nd. Does he need to provide a negative pcr test result 72 hours before the flight? And would he need to make the three pcr tests while staying in phuket? I read that only children above the age of 6 need to provide a negative pcr test result.

      Good day. Please see my answers below:
      1. The Visa Exemption is now valid for 45 days. The Visa Exemption is one of the permitted categories to apply for the Phuket Sandbox. But you need to check if your country of departure is under the eligible list.
      2. For the approval of your COE, yes, you need to show an exit flight within 45 days. Your COVID insurance must also cover the duration of your stay.
      3. Yes, there will be tests on Day 1, Day 6 and Day 13 if you are staying for the full 14 nights in Phuket. It can be arranged by your hotel.
      4. Yes, you need the SHABA certificate from your hotel in order to apply for the COE. You must stay in one SHA+ Hotel for 7 nights before you can move to another SHA+ hotel or hotels for another 7 nights before you can travel out of Phuket or stay in private home. You also have to pay in advance the RT-PCR tests since you need the receipt when you apply for the COE.

      I have an annual travel health insurance (insurance group „HanseMerkur“) and I received an English written confirmation as required for Phuket Sandbox Project (explicetly mentioned including COVID-19 / 100.00 US-Dollar / for 56 days of staying abroad).
      Is this ok for traveling to Phuket instead of the AXA-product? I‘d like to check this in advance. Thank You for Your help.

    – is it true that my 7month old daughter need a test at the arrival in Phuket? And what kind of test is it? (Nasal or pharyngeal?)

    I already got my pre- approval but when it comes to paying the hotel for the COVID19- tests they (the hotel) say that I need to stay at least for 14 days. Is that so?! I only want to stay in this one hotel for 10 days and then go back home to Germany.
    As time is running I hope for a quick answer, sorry.

      The payment for the PCR test will depend on how many days you will stay in Phuket. If you stay for 3 days, you only need to pay for 1 COVID test which is the test on arrival. if you stay for 1 week, you need to pay for 2 COVID tests and so son.

      It will be 14 nights and you can check out on the 15th day (depending what time you arrived on Day 1). if you arrive before 6pm, your Day 1 is that day. if you arrive at night, your Day 1 is the next day.

      The Phuket Sandbox, as you can read on this page, requires for you to stay in SHA+ Hotel for 14 nights before you can move to your private accommodation. Your family can stay with you in your hotel. Also, there is a nightly check in your room. If you did not sleep in your room, you are risking yourself for a fine or deportation for violating the COVID restrictions. It is written in the COE and usually you will agree to it and you sign that COE.

    For the pre-flight rt-pcr test, does that need to be take 72 hours before departure or 72 hours before landing at your destination? Also is either a molecularly test or a antigen test ok. I can get results from a molecular test in a day but the antigen test takes longer.

    On the Thai embassy site in Washington DC, there is an additional rule that states the traveler must have been in that country (for me, the US) for at least 21 consecutive days prior to departure. Its the first time I’ve seen this additional rule in all my Phuket Sandbox searches. I’ve already booked my flights from Thailand to the US, but will have been in the US for 18 consecutive days. Is this a problem? I will meet the 14 days rule for vaccination prior to leaving the US.

      I am not sure what is the basis of your Non Immigrant O visa. If it is under marriage to a Thai or having a Thai child, then you choose family of Thai nationals. If it is retirement, you can choose Long stay (O) category.
      When you apply for the COE, you need to show SHABA Certificate for all the hotels where you will stay during the first 14 nights. You must stay in one SHA+ hotel on your first 7 nights.

I will get the result in 24 hours, it means August 5th, but with the date of tesing = August 4th. Ich will arrive in Phuket on Agust 8th late, since August 4th expires at the moment of arriving maybe a little bit more than 72 hours. Does the clerk at the Airport let me in?

      1. Koh phi Phi is in Krabi province and James Bond Island is in Phang Nga province so both are not within Phuket province.
      2. The Naka Island Phuket and The Naka Island, A Luxury Collection Resort and Spa are both listed as SHA+ Hotels.
      3. You have to stay for at least 7 nights in your first SHA+ Hotel and the remaining nights can be split between two other hotels (maximum).

    I have 2 questions

    1. If my COE application is rejected, do I need to wait 15 days to re-apply or can I just update/ edit the application?

    2. Is the 15 days wait time before reapplying 15 working days or just 15 days total? …

    ** I am worried that my COE application will be rejected because I have not waited 2 weeks after the vaccine to apply, however, my departure flight will be 2 weeks after the vaccine.

      Good day.
      If it was rejected on the first stage of application, you go to the yellow button and edit personal information.
      If it was rejected on the second stage of application, you go to the red button and edit/confirm travel.
      There is no need to wait for 15 days and there is no need to register again.

    We are booked to come from the UK at the end of the month. We have two children (4 and 1) will they needs PCR tests before we fly? Will they need them once we are in Phuket?

    We want to fly from Hong Kong to Phuket on July 15. However, we cannot find any direct flight, only with a self transit in Bangkok. Is it possible to fly via Bangkok with self transfer, meaning we would have to collect bagage and check in again?

    Good morning. My boss has Duplicate of Certificate of Residence valid till 1-Feb-22 and Alien Identification book valid till 25-Nov-22.
    1. My boss will take a flight to Phuket by Turkish airlines : Paris-Istanbul-Phuket. Is it ok for Phuket Sandbox?
    2. For Covid-19 insurance. Can he take for only 30 days or he must take 90 days?

      1. Yes, a flight with transit in Turkey is acceptable.
      2. He must take a COVID Insurance valid until Feb 2022 that is around few months.

    Turkish Airlines offer flights from Berlin via Istanbul to Phuket. Is that an option I can consider, or is there an issue with the transit via Istanbul?

      Both Germany and Turkey are on the list of countries allowed for Phuket Sandbox so there should be no problem if you make a transit in Istanbul on your way to Phuket.

    Hello,

    I am from France, planning on going 40 days to Thailand starting in Phuket (14 day sandbox), and then going to Bangkok. Am i allowed to book the first Flight Paris to Phuket, and the way back Bangkok to Paris.
    Or do I have to book leave from Phuket as well?

      Yes, it is allowed that you enter Thailand through Phuket and you leave Thailand from Bangkok. You just have to make sure that you apply for the COE under Phuket Sandbox and you purchase a COVID insurance that covers the whole duration of your stay in Thailand.
