You can enter Thailand through the Visa Exemption Scheme and remain the country for a total of 30 days. However, you must meet the eligibility requirements to do so.

You will need a passport with a validity of at least 30 days remaining, have verifiable proof of accommodation in Thailand such as a hotel or apartment address, proof of a return ticket (open tickets do not qualify and traveling to neighboring countries does not count as proof of exiting Thailand), and proof of available funds (10,000 THB for single travelers and 20,000 THB per family).
You will also need a completed Visa on Arrival form (available at immigration), a passport photo, and a fully paid return air ticket.

For Chinese passport holder, you can only enter under visa on arrival for 15days.
For both nationalities to stay longer than the given days, both need to apply a Thai Tourist visa at the Thai embassy.
For Australian national, you can apply it at the Thai embassy in Australia.
For Chinese national, you can apply it in China, if you have a residence permit in Australia, you can apply it at the Thai embassy in Australia as well.
Both nationalities will get 60day entry and can be extended to another 30days inside Thailand.

No. The visa on arrival must be applied at the point of entry ( which is Bangkok Airport). If you have booked your flight through Thai airways ( Your country-Bangkok-Phuket all Thai Airways), you may want to contact Thai Airways if they can facilitate your visa on arrival in Bangkok.
