You can apply for a Thai tourist visa at the nearest Thai embassy in your country.

You need to contact the Airline company that you will take and see if they will allow you to board the plane. As for the Thai immigration officer as long as your passport validity covers the duration of your stay, then that will be considered.

Australia Passport Holders are not required to obtain a visa when entering Thailand for tourism purposes and will be permitted to stay in Thailand for a period not exceeding 30 days on each visit.

For Australian passport holder, you can only enter Thailand for 30days under visa exemption.
For Chinese passport holder, you can only enter under visa on arrival for 15days.
For both nationalities to stay longer than the given days, both need to apply a Thai Tourist visa at the Thai embassy.
For Australian national, you can apply it at the Thai embassy in Australia.
For Chinese national, you can apply it in China, if you have a residence permit in Australia, you can apply it at the Thai embassy in Australia as well.
Both nationalities will get 60day entry and can be extended to another 30days inside Thailand.

I am travelling to Phuket via Bangkok. I have 1.30 hrs of lay over time at Bangkok airport. I have booked the ticket through Thai Airways. So assuming this is not enough time for applying visa on arrival at Bangkok airport. In this scenario, can I apply on arrival visa at Phuket airport directly ?
No. The visa on arrival must be applied at the point of entry ( which is Bangkok Airport). If you have booked your flight through Thai airways ( Your country-Bangkok-Phuket all Thai Airways), you may want to contact Thai Airways if they can facilitate your visa on arrival in Bangkok.
