Thailand has closed all its borders in an effort to contain the spread of COVID-19 in most of 2020 under the invocation of the Emergency Decree. At present, Thailand has opened the country to foreign travelers and tourists. Now, fully vaccinated travelers, both Thai and foreigners, are allowed to enter Thailand without quarantine under the Test and Go Program or the Phuket Sandbox Program. However, the mandatory quarantine of 10 days is still required for both unvaccinated travelers and 14 days for those traveling from African countries.

Who is qualified?
Travelers should be any of the following:
- Thai nationals
- Foreigners under the Visa Exemption List
- Foreigners under the Visa on Arrival List
- Foreigners who are holding a valid non-immigrant B visa (with Work Permit) and those with the extension of stay of Non-immigrant B visa (with Work Permit), including their spouses and children.
- Foreigners who are granted permission (WP3) from the Ministry of Labor to work in Thailand and their families.
- Foreigners who are holding non-immigrant D and F visas as part of the diplomatic corps and their families.
- Foreigners who are holding non-immigrant O visas who are spouses, parents, or children of Thai nationals.
- Foreigners who hold Certificate Permanent Residence including their spouses and children.

Where to apply for permission to enter Thailand or Thailand Pass?

What do you have to prepare prior to traveling to Thailand?
The foreigner or non-Thai nationals must carry the necessary documents as follows:
- Thailand Pass issued by the Thai Ministry of Foreign Affairs Thailand Pass System.
- COVID 19 Health Certificate issued by the relevant authority and the COVID-19 medical test result. The test must be conducted no longer than 72 hours before the date of travel. This certificate is also necessary at the airline’s check-in counter for a boarding pass to be issued.

The foreigner must apply for the Thailand Pass at least 5 to 7 working days prior to the intended date of travel.
For the Thailand Pass, he/she must submit the following documents:
- Copy of Passport
- Copy of the Travel Health Insurance Policy covering treatment and medical expenses related to COVID-19 with a minimum coverage of 20,000 USD.
- Copy of flight details of the intended date of travel.

What to do upon entry to Thailand?
When entering Thailand, the foreigner or non-Thai national is requested to follow the Thai authority’s guidelines for preventing the COVID-19 pandemic as follows:

Hi, my company wants to establish a representative office in Thailand. The establishment permission of our representative office has been approved by the Bank of Thailand. However, due to COVID we can’t go to Thailand for business registration.

I believe they can do a power of attorney if they are unable to travel. As for the WP3, the Labour Office may not be issue it if the business registration has not been completed. I am not sure why Bank of Thailand has made the approval. Is it not the Ministry of Commerce?

-Starting October 1, 2020 to September 30, 2021 Thailand will allow limited numbers of long stay foreign tourists under the Special Tourist Visa (STV) Program. The visa is valid for 90 days which can be extended for another two 90-day extensions. This long stay visa is open to foreign nationals travelling to Thailand with the intention to stay long term as tourist to boost the tourism industry. According to the head of Thailand Tourism Office, this is available to the countries in the Top 10 of the global COVID-19 Index or ones who haven’t had new cases for say 28 days will be allowed.
-The applicant must agree to undergo 14-day quarantine in a quarantine hotel accredited by the Thai government and the applicant must also provide COVID-19 health insurance covering the first 3 months of stay.
-The applicant must apply for the visa and certificate of entry prior to traveling to Thailand. The Thai Embassy will be the one to arrange the flight to Thailand so it is recommended not to book any commercial flight.
-Applicant must also provide a negative result of a COVID-19 PCR test issued within 72 hours before the flight.

The Thai nationals may avail the state quarantine (SQ) which is free or they can book the alternative state quarantine (ASQ) which is not free, the cost of these hotels will range from 30,000 to 60,000 THB.

It is a case-to-case basis, depending on the paperwork of the company. In Bangkok, both WP3 for prospective employees are issued now and the proper work permit is also issued once the employee arrived in Thailand with the Non Immigrant B visa.

You may apply for the Non Immigrant O visa and the Certificate of Entry at the same time. I believe you need to have an ASQ booking in order to apply for the visa and COE. I recommend for you to check with the Thai Embassy or Consulate where you are submitting the documents.

A couple of quick questions. I am a US citizen seeking to fly to Bangkok to be with my Wife who is there. I believe I need to apply for a non-Immigrant ‘O” visa with the Consulate in Los Angeles.
One thing they require is a pcr Covid test within 3 days of departure. But is it that the report is dated within 3 days of departure, or the test sample was taken within 3 days of departure? Because testing here takes quite a while to get results.
And are there companies in the US that sell the Covid $100k insurance policies?

The Ministry of Labour would be needing for you to have a valid stamp in order to process the work permit, therefore the first thing you will do is to check with the local immigration if they can issue a Non B visa. Normally the Non B visa is issued abroad by a Thai Embassy but due to COVID-19 travel may not be possible. There has been petitions and requests for the immigration to issue inside Thailand however, there has been no official announcement if this possible now.

I saw in one Thai site stated that if you’re a overseas student of a Thai Public university then you don’t need that 100k $ health insurance of covid19 but if you’re a student of a private university then you need that. If it is true then Mahachula is a public university and that mean I don’t need that insurance?

On the Thai Embassy KL’s social media, they say that in order to book the repatriation flight, it is required that we show evidence of having a visa and Certificate of Entry.

I haven’t been able to go back home to Thailand since March to meet my Thai Wife. I have a non-immigrant Visa that will expire on 9th October 2020.
I have to go back to Thailand to renew my visa. I have a few questions,
1. I read that the medical certificate should be issued no more than 72 hours before departing while presenting to the Embassy for the COE, but it says the COE process should take 10-15 working days. So do I have to get the medical certificate twice? The first is for when I want to get the COE and the second one at the airport?
2.I have Thai Insurance, do I still need to have the insurance covering no less than $100.000?
3. Do I need to show my marriage certificate to the Embassy when I apply for the COE? If yes, Can I prove it from a photo?
4. If there’s no flight to Thailand until late September, that means my visa will be expired, do I have to back to “square one” to apply for my visa?
5. Will the Embassy gives me a list of the quarantine hotels? Or I have to find it by myself? I have a house in Bangkok, do I still need to stay quarantine 14 days in a selected hotel or quarantine myself in my own home?

If the visa expires and you are in Japan, you are able to obtain a 90-day Non O visa in Japan so that you can re-enter Thailand in December or January and convert the non-immigrant O visa into retirement visa. In January 2021, if the borders are open, you can re-enter Thailand as tourist and you can also get the Non O visa and retirement visa within Thailand.

Question about the Labs at the international airports. I’ve seen some website post that if you take the 90 min test at airport and you are corona virus negative, you do not need the 14 day quarantine. Is this true?
It is true that there are rapid tests at the airport. But the 14-day mandatory quarantine is still required. That is the reason why the foreigners that are allowed to enter the country are the ones who are willing to do it and not the tourists.

As far as we know, Thai nationals are able to leave Thailand and flew to other countries. I believe you need to check with the Korean Airport if they have any travel restrictions for travelers from Thailand. Also, the flights from Bangkok to Seoul may be limited if not totally zero.

If the Thai national is now abroad, there is no special requirement that you as employer needs to provide. The Thai national only needs to contact the Thai Embassy in your country and apply for the certificate of entry pr enlist himself to the available repatriation flight back to Thailand. Perhaps as employer, you can pay for his PCR test for COVID-19 as part of the requirement to get the certificate of entry.

My parents work in Thailand with non-immigrant B visa- they also hold work permits. I am not in Thailand, but I would like to return to reunite with my parents. I held a multiple entry visa, but it has expired a month ago.

It won’t be possible at this time to enter Thailand on a normal 30-day entry stamp due to travel ban therefore, you cannot just simple enter and obtain the visa in Phuket.
Also, retirees or retirement visa holders are not on the list of foreigners allowed to enter, not this time. We have to wait until there will be new announcement.

I have business interests in Thailand. The only option to return is using APEC card for conducting business with the government. You will be needed a letter from that relevant government agency you will be conducting business with. Another option is to be employed by Thai company. You can return with a Non Immigrant B visa with WP3 intending to work in Thailand. 1. I have found services that can provide marriage certificates (marrying US and international citizens) online that look to be 100% legitimate. Would this certificate be possible to use to be able to provide proof of being a spouse of a Thai citizen.

1. That marriage will not be recognised in Thailand, therefore, it is a waste of time and money to do the online marriage.
2. If you have an ED visa and you are attending a formal education, you can contact the Thai Embassy in Washington DC or consulates in Chicago, New York or Los Angeles, for the certificate of entry and ask to be included on the available repatriation flights.

You need to ask the Thai Consulate in Dubai for the list of repatriation flight that they have and you ask to be included in it so that you can use it when applying for the COE. Do not book a commercial flight because commercials are banned from traveling to Thailand.

Thailand has a travel ban, therefore the normal flights are not allowed to land in Thailand. Even if you have a flight to Thailand on October 3rd, it will be cancelled if the travel ban is still in place at that time. As for your question, we are not sure if the travel ban is still in effect in October but it is very likely that it will not be lifted. Returning to Thailand from the UK, you need to register at Thai Embassy in London. The flights from London to Bangkok is once a week only.

Thank you for your previous response about the WP3. My school has requested that and I am waiting to get it from them. My other question is about the visa application. It says that I need to have proof of my flight to Thailand and then back home. How does this work since I have to schedule on a repatriation flight to Thailand? Also, I don’t now how long I may be in Thailand (maybe a year, maybe two), so should I just book a flight back home to show proof for the visa application and then change it when that time comes?
Also, I read in a previous comment that when you are in the quarantine facility, and you get a COIVD free test result for several days in a row, you may be able to cut the quarantine short? Is this accurate?
Finally, with the COVID insurance that is required for the COE, how many months of coverage do I need to prove to get that COE? If my initial work visa is only for 90 days, and then I will be able to extend it while im there, can I just prove 90 days of COIVD insurance for the COE?

One way flight is sufficient since you are getting a non-immigrant B visa and for sure your employer will extend your visa in Thailand. You may call the Thai consulate in Los Angeles for the list of flights available for you to join in. For the quarantine, you need to pre-book a hotel facility for 14 days. The insurance coverage can be 2, 3 6 or 12 months. But I would recommend for you to check with the Thai Consulate in LA.

I am dissappointed not to get a reply to my query. We are British passport holders and on the retirement O visas, valid unil January 2021.My daughter was born in Bangkok in 1973 when 2 foreign parents could still register a cjhild and get Thai nationality for her. We did that and she has a valid Thai passport and Thai ID card. Now those on O retirement visas can go out and then come back here if they have a Thai child. I assume we would qualify even though our daughter is currently 47 and working in London at the monet. We have lived here in Pranburi for the last 16 years.

My wife and I hold a non immigrant O retirement visas valid until January 2021 and we both have British Passports, My daughter was born in Thailand in 1973 and has a Thai birth certficate, a Thai ID card and also a valid Thai passport. She is currently working in London and is 47 years old. The latest rule states that those with the O retirement visas can re-enter Thailand now, subject to the publisher conditions and Cretifacte of Entry etc., if they have a Thai wife or child. I have a teaching job lined up in Thailand and the school just sent a request to the Ministry of Labor to ask for permission for me to work in the country. My wife & I have Retirement Visas since 2007, which we have been renewing annually. We are currently stuck in Park City, Utah, USA – we came here for skiing. Our March flight home to Phuket had to be cancelled due that we were unable to get Covid19 testing at their time & had postpones our trip a couple of times, the last being 27th June, when the airline eventually cancelled our trip due that the indefinite closure of Thai border. We’ve been checking daily for updates as to when we can return to Phuket.
The Thai Embassy in Washington DC does not accept calls & their website doesn’t give us any info on our situation. Am sure that we are not alone in this predicament.
Our Retirement Visas expired on 21st July & there is nothing that we can find to inform us what we need to do. We are aware that foreigners stuck in Thailand are permitted to automatically stay till end September. What about us ‘residents’ who chose Thailand to be our home? When we are permitted to enter Thailand, will we able to auto-renew our OA Retirement visas at Immigration?
May we know if we can self-quarantine at our home? We are already spending much overseas & THB60K per person for quarantine seems a bit excessive when we have already invested in our Phuket home + still paying for our Thai housekeeper & gardener.
Also, we need to purchase our tickets before we can get the COE. What if we are not granted the COE for the date of our departure? We hate to lose the cost of the tickets, again.
If possible, please tell us what we should do? We’ve been disappointed several times at the end of each month thinking that we will finalise our travel plans.

1. Thailand has a travel ban. Therefore foreigners cannot enter Thailand unless they are exempted on the travel ban.
2. There are selected group of foreigners that are allowed to enter Thailand, you may find the list on this page:

3. Retirees or retirement visa holders are not included on this list, not yet.
4. In the event that retirees will be included on the list, you are required to obtain a new visa from the Thai Embassy and a Certificate of Entry. you may apply for the 1 year non-immigrant OA visa or the 90-day non-immigrant O visa.
5. COVID-19 health Insurance and Quarantine Hotel booking are required when applying for the certificate of Entry.
6. You can purchase tickets on the list of flights that is provided by the Thai Embassy. Do not book a flight from the airline, you need to check first with the Thai Embassy which flights have been confirmed by Thai government to enter Thailand.

The mandatory quarantine cannot be done at home. Your Thai wife may choose the free state quarantine or the hotel quarantine which she has to pay. Flights to Thailand are banned at least until end of this months and it may be extended until further notice. if she booked with Swiss Air, it might get cancelled. 1. There are some Thai embassy abroad, that will not issue the certificate of Thai nationality or certificate of entry to a Thai passport holder. But you are still required to get in touch with your Thai embassy to enlist on the repatriation flights to Thailand. You need the fit-to-fly certificate and COVID-19 test results.
2. Yes, you still undergo a quarantine in Thailand and you will be released as soon as you finished the quarantine or you tested negative on COVID-19, test done in Thailand.
3. Self-quarantine is not possible at this time, as you can see on the news about the COVID-19 cases in Rayong. You may choose state quarantine or hotel quarantine.
4. Your husband needs to get a Non immigrant O visa and a certificate of entry. He needs to have a COVID-19 health insurance, fit-to-fly certificate, COVID-19 test result and a hotel quarantine booking confirmation.

1. There is a possibility you get the infection inside the plane so you will be tested again after arriving in Thailand.
2. The Thai Embassy has a list of hotel under the ASQ, there are around 25 hotels on the list.

Since you are above 20 years old, the Thai embassy or consulate may not issue the non O visa. However, in the past, the consulate had issued Non O for 90 days as long as you can prove relationship with the person in Thailand. But the 90-day Non Immigrant O visa that was issued cannot be extended into 1 year dependant visa in Thailand.

Kor Ror is marriage registration. However it will not apply to you. You will be required the Certificate of Fathership instead. As for changing the OA visa into Non O guardian visa inside Thailand, that won’t be easy so we recommend that you get initial Non O visa in the US and convert to Guardian Visa Extension.
There is a chance that retirees or Non OA visa holders may be required already to enter in November but we have to wait for official announcement.

Yes you may do that. You do not really have to cancel it there, you just need to make a new application for a new visa. When you enter Thailand, please inform the immigration officer at the airport to use the new visa which is the Non Immigrant O visa.

I visited the embassy but got rejected by Thai embassy in Jakarta even though I said that student are allowed to enter the country.
