Fully vaccinated travelers to Phuket may qualify under the No Quarantine programs namely:

  1. Phuket Test and Go
  2. Phuket Sandbox

Phuket Sandbox is a program that allows foreign travelers to visit Phuket province without having to undergo quarantine. They must have a negative RT-PCR test result before they can enjoy traveling and do leisure activities throughout Phuket.

Under the Phuket Sandbox program, travelers do not need to do a mandatory quarantine but they must stay in Phuket for at least 7 nights and will then be allowed to visit other destinations in Thailand.

Who can travel to Phuket from abroad?

  • Vaccinated Thai and foreign travelers from any country before traveling to Phuket
  • Unvaccinated children under 18 years old traveling with vaccinated parents
  • Travelers from country that are not considered as low risk

***Unvaccinated adult travelers will be required to undergo mandatory quarantine at any AQ Hotels in Phuket for 10 days.

Phuket SandBox Requirements

***Full vaccination at least 14 days prior to your departure to Thailand and not more than 12 months.

Important Things to Remember

  • You must stay in a SHA+ accredited hotel in Phuket only.
  • You must fly to Phuket from abroad. Transit in Bangkok is only allowed if your flight is a sealed flight.
  • If you are staying less than 7 nights in Phuket, you must fly out of Phuket to an international destination.
  • If you are staying for 7 nights/days or more in Phuket, you will then be able to travel to any domestic destination in Thailand.

SHA+ Hotels in Phuket

Flights to Phuket

At present, certain airlines are permitted to operate commercial flights to Thailand. Airlines such as  El Al Israel, Finnair, Cathay, Qatar, Emirates, Etihad, THAI, and Singapore Airlines operate flights to Phuket on a daily basis.

Transit in Bangkok is only allowed if your flight to Phuket is PG5275, PG5279 or WE8750.

TIP: If your flight to Phuket is not full, you may request the cabin crew for you to be seated two to three rows away from other passengers. Just in case one of the passengers tested positive for COVID 19 on arrival, then, you do not need to be isolated or quarantined at your own expense.

COVID 19 Insurance

With the new wave of COVID-19 in Thailand, COVID-19 Insurance is a mandatory requirement for travelers. It acts as another level of security to ensure that you can cover all costs in case you are diagnosed with COVID-19 during your stay in Thailand. It covers you for a minimum of $10,000 policy and it must cover the duration of your stay in Thailand.

Thailand Pass is a mandatory official document issued to Thai and Non-Thai nationals who are permitted to enter Thailand. It confirms that you meet the entry requirements as set by the Thai government and you are accepted to enter Thailand.

Frequently Asked Questions

Will it be mandatory to stay in SHA+ hotels only? Can we stay in a friend’s house or our own condo?

No, you can only stay in SHA+ accommodation only for the first 7 nights before you can stay in private accommodation. You can book 7 nights in Phuket before you can move to other provinces of Thailand or before you can stay in private accommodation.

Would other people be allowed to visit the traveler during the initial 7-night stay?

Yes, if that person is fully vaccinated or if that person comes from Bangkok, that person must follow Phuket entry requirements for domestic travelers such as having RT-PCR COVID 19 test before traveling to Phuket.

If one wants to go out to a restaurant or a bar in the evening, do you need a guide?

No, you can move around Phuket freely. However, if you want to do other touristic activities, it is advisable to book it through an accredited SHA+ tour operator.

Do travelers still need to apply for the Thailand Pass?

Yes, anybody traveling to Thailand is still required to obtain a Thailand Pass(or visa applicable) from the Thailand Pass system. The process will take at least 5 up to 7  business days.

Do travelers have to stay in the same SHA+ hotel for the full 7 days required on arrival or is it possible to move between several hotels?

You must stay for at least 7 nights in your first SHA+ hotel in Phuket before you can move to another hotel in Phuket or other provinces.

The COVID tests, will that be in the hotel or hospital?

It will be in the designated test centers in Phuket and you must pay the COVID 19 tests before applying for Thailand. You can also book your COVID test on this page: https://www.thailandpsas.com/

UPDATE: Phuket Sandbox is open to fully vaccinated travelers from ALL Countries and Territories.

    I am already booked to go back to Thailand by the end of this week but i am think to change my fight from the Uk direct to phuket at the beginning of July. Is the Phuket sandbox open up just for Vaccinated foreign travelers from low and medium risk countries or can Thai national who is fully vaccinated but resident in the UK, go back to Thailand using the Phuket Sandbox system?

    Have the Goverment made a final decision for Phuket sandbox already?

      Both fully vaccinated returning Thais and non-Thais are allowed to participate in Phuket Sandbox. At the moment, the program has been approved today June 22 but the COE application system has not been updated. It may take a few days for it to be updated.

    Could I use as german resident the Phuket Sandbox with the following Return flight issued on a single ticket
    Germany – Switzerland ( Transit 2 Hours ) – Singapore (Transit 10 Hours) to Phuket.

    Since the level of risk for each country is listed in Thai on the PDF, just want to confirm that the USA is currently listed as moderate risk? I see it listed in yellow so assuming that means moderate?

    A recent map of allowed tourists showed that Thailand considers Philippines a “high risk” country. Are tourists from high risk countries (Philippines) allowed at all? Any how often will/does the low/medium/high risk country list update? What defines a high risk country, and what if that individual is fully vaccinated? For example, can a fully vaccinated traveler from the Philippines arrive at all – and what are the quarantine/travel requirements for someone from a “high” risk country?

      If you are in the Philippines before traveling to Thailand or if you have been to the Philippines in the last 21 days, you do not qualify for the Phuket Sandbox even if you are fully vaccinated. The list is updated every 15 days. You may check the Ministry of Public Health website for the updated list.

    Thank you for your thread and help. I am a holder of a Malaysian passport but a permanent resident in the UK. I have not left the UK for more than a year.

    – I appreciate a final list of low-medium risk countries have not been published, but I suppose UK would be low-medium, and Malaysia more uncertain?

    – Would my citizenship status cause any problems with entering on the Sandbox programme, as I do not have a British passport although I do have permanent residence?

      You will apply for the COE at the Thai Embassy in London. The embassy can issue the COE as long as you can show proof of legal immigration status in the UK, regardless of your nationality. And your flight will come from the UK, so you are qualified for the Phuket Sandbox. The application for COE under Phuket Sandbox is not open at this time.

      The visa exemption is valid for 45 days upon entry. Once you are inside Thailand, you can extend for 30 days as normal or you can extend for 60 days under COVID extension which is a visa relief until July 29, 2021.

    Hi Rex, Please can you advise as there seems contrasting information between Emirates & the Embassy websites. I would like to travel to Phuket 6th August, stay in a non SHA hotel for 6 nights then stay a further 6 nights in another hotel (does this other one need to be SHA registered as well?). Having phoned Emirate holidays they have advised this is acceptable but the embassy website states the first hotel needs to be SHA registered.

    Hi, flights on Qatar, Emirates etc are via highly transited hubs.
    This is why the UK has placed these on the ‘red’ list.
    Therefore why have these airline carriers been deemed less risk to fly into Phuket than a transit via Bangkok, as you are only allowing fully vaccinated travellers anyway?
    Do you know if transit via Bangkok is being reviewed and if so when any announcement will be?

      Because right now, there is no special Bangkok-Phuket flights for transit passengers for Phuket Sandbox. You can transit in Hong Kong or Singapore. Or you can wait until Bangkok transit is allowed, but as of now, it is not possible. You can also wait for Thailand to fully reopen maybe in October as per the PM pronouncements today.

      As of June 1 update, UK is a medium risk country. if you flight to Bangkok, you need to quarantine in Bangkok. There is a plan for special flights for Bangkok to Phuket for those in your situation but this plan is just a plan. It will not materialise soon.

      For the SHA+ hotels, you can book in any website or direct to the hotel. But Agoda is an accredited seller of both ASQ hotel reservations and SHA+ hotels.

      Based on my experience in applying for the COE or Certificate of Entry, the Thai embassies or consulates does not have a problem with Agoda reservation and the confirmation letter from the Hotel itself. You either book directly with the hotel or you book through Agoda.

      As long as you are flying to Phuket from a low risk country and you have stayed in that low risk country for the last 21 days, yes, you can definitely avail the Phuket Sandbox. You may apply for the COE at the Thai Embassy in that low risk country. Please make sure you have the COVID 19 insurance and you have booked the SHA+ hotels in Phuket. Also, right now, the COE application is not open yet but it will be open perhaps before end of this week.

    Hi, I have booked a flight from London to Phuket which involves a transit at BKK for 3 hours until the flight to Phuket. Is this allowed under the Sandbox scheme? British Airways do not operate ‘direct’ flights to Phuket

      With the current updates, unfortunately the flight must be direct to Phuket from abroad. The plan to have special flights for those in your situation has not been confirmed. If BA does not have the ‘direct’ flight to Phuket, please book Qatar, Cathay, Etihad or Emirates.

    I will be returning to the UK having worked in Thailand for 2 years. I am changing schools but just going back to the UK for a short period. While in England I will be getting a new Non-Imm B visa. Will I be able to use the sandbox instead of an ASQ in Bangkok?

    Hi Rex, I wrote to you several weeks ago. I’ll be arriving in Phuket July 2. I have everything I need from a paper work perspective except the RT-PCR test before my flight. Two questions:

    1- I was issued the COE before any “Sandbox” category was available, so it says I have to quarantine for 14 days. Common sense allows flexibility in this circumstance ( hopefully) as it says the final quarantine period (0 in this case) is at the discretion of the admitting customs official. All details about my travel are still accurate on the COE. Please confirm I don’t need another COE?!

    2- Does my RT-PCR test need to be completed within 72 hours from my original departure here in the US or within 72 hours of arriving in Phuket? ( Near impossible since it’s like 48 hours of travel)

      There is no announcement whether that COE stating you must quarantine can be used to enter Phuket and not quarantine. Perhaps the decision will be by the health officer at Phuket airport. There is a chance that you need to resubmit and re-apply for a new one stating SHA+ hotel instead of ASQ hotel. And it will state quarantine as N/A.
      The RT-PCR test will be taken within 72 hours prior to your flight departing your country.
      I highly recommend to travel middle of July because the way I see, the website for COE and the guidelines will be published on the last week of June which gives you not enough time to get the COE.

      For the Phuket Sandbox, children below 6 years old are not required to have COVID test as long as they are traveling with parents who are vaccinated. The list of medium or low risk countries has not been published by MOPH and CCSA for the Phuket Sandbox. The whole program is still on the final review of the government and it will become official once it has been published on the Royal Gazette.

    I’m French and I am fully vaccinated and waiting for July or August to come in Phuket.

    How will be organised the PCR test with the Hotels (SHA+) or Hospitals and what will be the approximativ cost ?

    If I’m travelling from europe for 2 weeks in Phuket, il will need 4 PCR tests, 1 before leaving Europe and 2 or 3 in Phuket including the one mandatory before leaving.

      Yes, the COVID test will be performed at your hotel and perhaps it might be included in your room rate already. As for the COVID test for your home country, I believe you have to pay for it separately. The cost of COVID tests is around 3,000 to 4,500 THB.
      At the moment, your COVID test will be on Day 5.

      1. At the moment, the plan to have a sanitised and designated area at BKK airport for those with onward travel to Phuket has not been tackled. The plan was to have a dedicated flight to Phuket per day that will only cater those who came from abroad.Therefore all I can say right now, it is better to just book a flight that will fly directly to Phuket.
      2. You only need to apply for the COE. The COE application requires COVID insurance and the SHA+ hotel confirmation letter. At the moment the MFA has not updated the website for COE with the list of SHA+ hotels or they have not announced if they will launched a separate website for Phuket Sandbox COE application. We are still waiting.
      3. Yes, RT-PCR COVID test is required for all passengers except children.
      4. Based on my experience on applying for COE at different Thai embassies and consulates, I would recommend to have separate insurance per passport holder.
      5. Yes, it possible to Take HEL-CPH-Phuket. You can also try flight with transit in Doha, Hong Kong or Dubai to Phuket.

    the Thai Embassy in New York and in Washington have not had the COE changes for the Phuket Sandbox and I am trying to be diligent in securing all the required documents. My airlines and resort have already been paid for and now I am just awaiting the COE. When will the Embassies be able to process COEs for travel to Phuket Quarantine Free Sandbox?

      Yes you are correct. The Phuket Sandbox has not been published on the Royal Gazette, therefore the MFA Thailand has not informed the Thai embassy or consulate about the official guidelines and the COE application process. We can assume that a SHA+ Hotel confirmation letter with the SHA+ logo and hotel logo may be required when applying for the COE. I would recommend to have your trip middle or end of July in case the publication on Royal Gazette is delayed.

      There is a plan to integrate the Bangkok (BKK) arrivals to a flight to Phuket (HKT) but that plan is still a plan so I do not think that will resolve your problem very soon. It may be better to book a flight directly to Phuket.
      As long as the hotel has SHA+ accreditation, you may book it directly with the hotel of a third party website. You may find the list of hotels on this page:

    I wan’t to take part in the Phuket Sandbox modell. I plan to arrive on 24.07.2021 on Phuket. Actually i wanna know when i can apply for CoE on https://coethailand.mfa.go.th ?

    At the moment i can’t because my CoE is at pre-approved-status. But i can’t go ahead because the certified SHA Plus Hotels are not in the dropdown-List jet. Stangly the SHA+ Hotels can be booked on https://asq.in.th/sandbox-thailand-hotels . So there is the impression travelers can apply. This isn’t nice because the timer is running (Currently 13 days and 9 hours left). And i would’t spend 14 days inside a hotel-room. So booking a ASQ isn’t an option for me.

    Is there any solution for this? Thanks for your answer.

      That page is actually a third party company. You can book through them or directly with the hotel. The COE website is not updated just yet. The drop down menu has not been changed to cover SHA+ hotels. if your flight is the first 5 days of July, you are cutting it close. The update COE website might be up and running towards the end of June. The Phuket Sandbox plan has not even published in the Royal Gazette yet. The best thing to do is, wait until the COE website has been updated before you book the flight and hotel. It is not a race on who can get to Phuket first.

    Hello. Direct flights into phuket with Thai Airways are possible. But for outbound flights Thai Airways always fly via BKK to international destinations.       At the moment, the tour agencies with SHA+ accreditation might have arrange tours as one of the first arrivals in Phuket. I am sure that individual travelers will then be able to travel on their own perhaps towards the second part of July. Just like the STV program before, the first arrivals were tour groups.

    In Germany are some Vaccination with different vaccine. Astra Zeneca with Biontech or Moderna. Is this considered completely vaccinated in Thailand?

      For the application of the COE, it is 5 to 15 business days. But in reality, it is normally 2 to 5 business days depending on the country where you are applying for the COE. In the UK and USA, it is around 2 to 4 days. In other countries, it may take longer.

    Hi,
    I got 1 vaccine and then got sick with the corona. In my country I’m concidered as a person with 2 vaccines.
    Is it the same in Phuket after July 1st?
    If not and I’ll need a quarentine do I have to stay at my hotel room or can I enjoy the hotel’s facilities?

    So, if you are travelling by boat or car to Phuket, you only need one shot of AstraZeneca, but if you are travelling by air, you need two? Meanwhile, the local population is lucky if they even have one shot? That doesn’t make any sense, and I am being excluded because I cant get there by boat or car.

      Both unvaccinated, semi-vaccinated or fully vaccinated residents of Thailand can travel to Phuket now or in July without quarantine as long as they can present a COVID 19 test result. There is no reason to compare those who are already in Thailand and the people coming from abroad. If you are in Bangkok now and you will travel to Phuket, you are not required to be vaccinated.

    I am a 32-year-old guy from South Korea who is vaccinated with Janssen. Planning to visit in this September.

    1. Is it true only a direct flight to Phuket is allowed? Or can I transit from other airports? Such as Seoul->Bangkok->Phuket? or Seoul -> HongKong-> Phuket?

    2. My girl friend lives in Ayutthaya and she is not vaccinated yet. She is a Thai girl. Can she visit Phuket without vaccination and fly from Don Mueang airport to Phuket airport?

      When we say directly flight to Phuket, we mean to say that direct international flight to Phuket. It means, you do not stop in Bangkok. If you have a flight Hong Kong to Phuket, yes, that is definitely acceptable.
      2. She can visit you in Phuket as long as she has negative COVID 19 test result. She can do the test at the airport also, she can do the rapid test.

    The article states that you must travel to Phuket from abroad. I was wondering if your able to fly into Bangkok Suvarnnabhumi Airport, and take a connecting flight to Phuket?

      Yes, you are correct. You need to arrive in Phuket usually through Doha, Dubai or Singapore. At the moment, there are plans to allow those arriving in Bangkok to fly to Phuket on the same day but this is just a plan for now. There has been no concrete plan or decision about the transit in Suvarnabhumi airport to Phuket. In my opinion, I suggest for you to find a flight that flies to Phuket directly.

    I am planning on travel to Phuket on Sandbox program, My Fiancé is Thai National living in Thailand.
    If I book an approved Sandbox Hotel, then is she actually allowed to join and stay with me for the 14 day duration?
    She is fully vaccinated with certificate.
