Fully vaccinated travelers to Phuket may qualify under the No Quarantine programs namely:

  1. Phuket Test and Go
  2. Phuket Sandbox

Phuket Sandbox is a program that allows foreign travelers to visit Phuket province without having to undergo quarantine. They must have a negative RT-PCR test result before they can enjoy traveling and do leisure activities throughout Phuket.

Under the Phuket Sandbox program, travelers do not need to do a mandatory quarantine but they must stay in Phuket for at least 7 nights and will then be allowed to visit other destinations in Thailand.

Who can travel to Phuket from abroad?

  • Vaccinated Thai and foreign travelers from any country before traveling to Phuket
  • Unvaccinated children under 18 years old traveling with vaccinated parents
  • Travelers from country that are not considered as low risk

***Unvaccinated adult travelers will be required to undergo mandatory quarantine at any AQ Hotels in Phuket for 10 days.

Phuket SandBox Requirements

***Full vaccination at least 14 days prior to your departure to Thailand and not more than 12 months.

Important Things to Remember

  • You must stay in a SHA+ accredited hotel in Phuket only.
  • You must fly to Phuket from abroad. Transit in Bangkok is only allowed if your flight is a sealed flight.
  • If you are staying less than 7 nights in Phuket, you must fly out of Phuket to an international destination.
  • If you are staying for 7 nights/days or more in Phuket, you will then be able to travel to any domestic destination in Thailand.

SHA+ Hotels in Phuket

Flights to Phuket

At present, certain airlines are permitted to operate commercial flights to Thailand. Airlines such as  El Al Israel, Finnair, Cathay, Qatar, Emirates, Etihad, THAI, and Singapore Airlines operate flights to Phuket on a daily basis.

Transit in Bangkok is only allowed if your flight to Phuket is PG5275, PG5279 or WE8750.

TIP: If your flight to Phuket is not full, you may request the cabin crew for you to be seated two to three rows away from other passengers. Just in case one of the passengers tested positive for COVID 19 on arrival, then, you do not need to be isolated or quarantined at your own expense.

COVID 19 Insurance

With the new wave of COVID-19 in Thailand, COVID-19 Insurance is a mandatory requirement for travelers. It acts as another level of security to ensure that you can cover all costs in case you are diagnosed with COVID-19 during your stay in Thailand. It covers you for a minimum of $10,000 policy and it must cover the duration of your stay in Thailand.

Thailand Pass is a mandatory official document issued to Thai and Non-Thai nationals who are permitted to enter Thailand. It confirms that you meet the entry requirements as set by the Thai government and you are accepted to enter Thailand.

Frequently Asked Questions

Will it be mandatory to stay in SHA+ hotels only? Can we stay in a friend’s house or our own condo?

No, you can only stay in SHA+ accommodation only for the first 7 nights before you can stay in private accommodation. You can book 7 nights in Phuket before you can move to other provinces of Thailand or before you can stay in private accommodation.

Would other people be allowed to visit the traveler during the initial 7-night stay?

Yes, if that person is fully vaccinated or if that person comes from Bangkok, that person must follow Phuket entry requirements for domestic travelers such as having RT-PCR COVID 19 test before traveling to Phuket.

If one wants to go out to a restaurant or a bar in the evening, do you need a guide?

No, you can move around Phuket freely. However, if you want to do other touristic activities, it is advisable to book it through an accredited SHA+ tour operator.

Do travelers still need to apply for the Thailand Pass?

Yes, anybody traveling to Thailand is still required to obtain a Thailand Pass(or visa applicable) from the Thailand Pass system. The process will take at least 5 up to 7  business days.

Do travelers have to stay in the same SHA+ hotel for the full 7 days required on arrival or is it possible to move between several hotels?

You must stay for at least 7 nights in your first SHA+ hotel in Phuket before you can move to another hotel in Phuket or other provinces.

The COVID tests, will that be in the hotel or hospital?

It will be in the designated test centers in Phuket and you must pay the COVID 19 tests before applying for Thailand. You can also book your COVID test on this page: https://www.thailandpsas.com/

UPDATE: Phuket Sandbox is open to fully vaccinated travelers from ALL Countries and Territories.

      You can imagine how busy the embassy might be at this time. Usually they only have 1 to 2 people doing the COE and the visas. I recommend for you to give the embassy 1 week to process your COE. if you do not hear from the embassy within 3 days after you have submitted or registered for the COE, please give them a call or send them an email with your reference number/code.

    you have mentioned that Thai nationals and Permanent resident holders can have access to the Phuket sandbox, great.
    However both groups have “unlimited” visa, how does it work for the Covid 19 insurance then? Does one take one for 30 days? this is unclear.

      Yes that is correct. However, please know that Thai nationals are not required to have COVID insurance. As for the foreigner with Thai visas, the maximum permit to stay is 1 year, therefore that person can buy a COVID insurance maximum of 365 days. The insurance must cover the remaining days in the visa or permit to stay.

    Hi Rex,
    I’m a resident in the UAE along with my family and we haven’t left the country for the past 18 months. Both my wife and I are fully vaccinated with Sinopharm and it’s been more than 14 days since our second dose, I believe we comply with the rules? However my son is 9 and he’s not allowed to take the vaccination here so will he be allowed to enter Phuket with us? Also the embassy here is still saying that the sandbox is not confirmed and still nothing is mentioned on their site (today is June 30th) so we’re still not confident to book our flights.

      The Phuket Sandbox has already been published into law. Your child can travel with you even without vaccination. Your child only needs RT-PCR COVID test prior to coming to Thailand and also all of you must apply for the COE.

    I live in Thailand, had my both vaccines and would like to stay in a mid risk country 14 days and come back but one of the rules say i should stay min 21 days in a low or mid risk country.. Since Thailand is in high risk country is it possible to stay 14 days or i should stay min 21?

      The other option for you is to return to Thailand and enter through Bangkok. You only need to do the quarantine and no problem if you stayed less than 21 days in that medium risk country abroad. I am yet to verify if it is alright for a person who came from Thailand to a medium risk country and returning to Thailand in less than 21 days, if they can qualify for the Phuket Sandbox.

    I sent in my application for the certificate of entry over three weeks ago and was denied this Monday morning the 28th. I fly to Phuket on July 5 and I am scrambling to hopefully get my certificate of entry this week prior to leaving. When I re-registered I obviously clicked on the sandbox program. Does anybody have any idea how long this will take and will I have my certificate of entry Prior to leaving this Saturday, July 5 at 3 o’clock.

The embassy might have been overwhelmed with the number of applications and the verification of Vaccination documents may take longer than the usual COE application. I recommend for you call or email the Thai Embassy and follow up your application and you may use your 6-digit reference number.

      Hello,
      I’m coming to Phuket from canada, and I’m only.34 years old,.so I can only get the tourist 60 day visa. But I can apply to stay longer at the immigration bureau in Bankok. Can I just buy a 1 way ticket into Phuket with hopes of prolonging my stay? Or do I need a return ticket?
      My fiance is a Thai national, we want to get married while I’m there, but she lives in Bandung so she can’t come with me to Bangkok to sign the documents needed until she’s vaccinated. And she can’t get vaccinated until October I believe. I really want to stay in Thailand for quite a while. 7 months at least. And I will be bringing about 500’000 baht with me. Is there anyway the Thai government will let me stay if I open a Thai bank account???? I haven’t seen my fiance in about 17 months because of covid.

      1. Yes, you can extend the 60-day TR visa for another 30 days inside Thailand or you can even extend it for 60 days under COVID extension.
      2. Yes, you must book an exit flight within 60 days for the sake of having your visa and COE approved. Should you decide to cancel that flight or to postpone that return flight, you can do that once you are already in Thailand.
      3. Thai nationals can enter Thailand even without vaccination. They can enter through Bangkok and undergo 14 nights quarantine.

      Yes, you can arrange your own transport but the issue here is that, your hotel might arrange the COVID test at the airport or at the hotel, so it is better if you arrange the transport with your hotel also.       This list if flights to Bangkok. You can book directly with the airline for your flight to Phuket. Just make sure that your flight will not stop in Bangkok or else you will be quarantined in Bangkok for 2 weeks. Check Singapore Airlines, Qatar or Emirates.

    My Thai Embassy said my CoE waits for confirmation of my vaccination (Pfizer) from Thai Public Health Ministry. I attached all documents which I received related to vaccination including EU Digital COVID Certificate. My flight is 1st July. Anyone has similar experience and know how long takes to get this confirmation?

      This problem is expected since the COE application only opened June 28th. It is a smart thing to come to Phuket middle of July. I recommend for you to call the embassy and ask them to expedite your application. As of writing, the COE website is down. Please allow 3 to 5 days for the process.

      Yes, returning Thai nationals or returning residents of Thailand are allowed to apply for COE under Phuket Sandbox. Just make sure you have SHA+ hotel booking for 14 nights and you also have the COVID 19 insurance valid for the duration of your visa.

    Do we need to show book confirmation for the COVID tests on arrival and at day6/7 do get the Certificate of Entry?
    There is almost no information about this and the Embassy in UK didn’t mentioned. The SHA+ hotel we booked (we already have the QR codes) don’t know about how covid teste will be conducted.
    But to submit the last part of the CoE I saw a disclaimer saying I need to provide my receipt of futures covid tests.
    Do you know how this process works?Can I pay for those tests on arrival?

      Apparently, the Thai Consulate in Los Angeles has requested a COVID 19 tests receipt or confirmation for the Day 1, 6/7 and 12/13 depending how long is your stay in Thailand. I recommend for you to get in touch with your SHA+ if they can assist you arrange this.

    The COE form asks for the Thai National ID number for Thai citizens, however my 7 year old daughter doesn’t have her Thai ID yet because she’s been living in Dubai for the last year.

    Will this be an issue? Can she fly back without a Thai ID? She obviously has a Thai passport.

    I noticed from a list the the Nation paper that the Netherlands has been added to the list of countries that can make use of the Phuket Sandbox model.

    On the embassy website, it is said that the application for the phuket sandbox is available on June 28 at 12h00. Switzerland is under the VISA EXEMPTION RULE meanings no need of visa.

    I’m from Los Angeles – US Citizen. I’m trying to apply for Phuket Sandbox COE. I have complied with all rules including full covid vaccinations, approved SHA Plus hotel stay, Covid insurance.

    When I try to apply for COE under the section for Type of Permitted Person the only selectable options under the Tourist section are “STV’ “Bicycle Tournament” “Badminton Tournament” “Film Crew Member” “Sports Activity/Tournament”.

    I’m not sure which one of these apply to me. Should I select ‘STV’ to apply for Phuket Sandbox COE? Please help and tell me what i should do, my flight is due to arrive in Phuket on July 16th.

    I will be having my 2nd Pfizer vaccine this coming Friday, I will get a physical card to say I’m vaccinated but the digital certificate won’t be released until late July in Ireland.

    Hi. I have a Brazilian passport, which is visa exempted up to 90 days in Thailand. I’m a Hong Kong resident at the moment, planning to go to Phuket Sandbox on late July. I’ll stay 14 days in Phuket, then go to Bangkok. I’m not really sure about the exact date I’m coming back to Hong Kong. Is it possible to apply for the COE with a 30-day health insurance and only one way tickets (HK – Phuket, and another from Phuket to BKK)? Or should I have return tickets?     Writing from Canada! I understand that it is possible obtain a permit to extend a stay past the 45-day visa-exempt period. You mentioned that this can be done from the local immigration office. Were you referring to an immigration office in Thailand (during our 45-day stay), or to an immigration office in Canada (in my case).

    I will be in phuket for 14 days beginning July 15, then go to Samui for 21 days. I have 2 questions:

    1. When I depart Samui, i need to travel to Shanghai (I have a working permit / visa etc there so i am permitted to enter China). I can only find a route that stops in BKK. I know the inbound flight must be direct from international but am i ok to transit BKK for outbound to china.

    2. Is it possible to go sandbox to sandbox in less then 14 days. I may like to stay 1 week phuket, then 4 weeks in Samui. Assuming the Samui sandbox begins july 15 is this possible.

      First of all, there is no shorter quarantine for vaccinated tourists. There is a no quarantine program if you are fully vaccinated and you enter Thailand through Phuket and stay for 2 weeks within Phuket.
      If she will arrive in Bangkok, she and her family must quarantine for 14 days. They can quarantine in Pattaya or in Bangkok for 2 weeks.

    Does the Phuket Sandbox Scheme allow a flight from Hong Kong to Phuket with transit at Bangkok on the same day (self transit, ie collect bags, pass through immigration and security control at Bangkok and then check in for the connecting flight to Phuket separately)?

    I am in Hong Kong and my work visa for my new job requires me to arrive in Thailand by early/mid-July. Therefore, I will stay in Thailand for much longer than 14 days and would be great if I can make use of the Sandbox Scheme. I am under time constraints because if the Sandbox doesn’t work for me, I will need to finalize all bookings and COE arrangements for Bangkok shortly. Thanks.

The plan to arrange special flights for Bangkok to Phuket to accommodate the transit passengers wasn’t finalised yet.If you cannot avoid Bangkok, perhaps you can quarantine in Bangkok for 2 weeks and later on travel to Phuket or around Thailand.

      Yes, you are correct. What people can do now is to submit the initial part of COE application. Once it is pre-approved, you have 15 days to upload the flight and hotel reservation. I believe in the next 15 days, the COE website will be updated to include the SHA+ Hotels in Phuket.

    I am an Australian citizen but I am a resident of the United Arab Emirates, which is where I plan to depart from. I was recently in Italy and have not been in the UAE for 21 days since. Do I need to have been in the country for 21 days even if I am a resident of the UAE or does this 21 day requirement only apply to tourists?

      According to the current guideline, full vaccination means you have received 2 doses of the same vaccine (except for the vaccine with one full dose). However, there are cases of mixed vaccines right now and at the moment the Thailand MOPH has not approved this idea to be included in the initial guideline of Phuket SandBox. Perhaps in August or September, mixed vaccines may be allowed to participate in Phuket Sandbox.

    Thank you for your reply. My niece is studying in Phuket and her parents are in Pakistan..her school has already closed for the summer and she is staying with a friend..

    If she returns to Pakistan she will not be able to return to Thailand before her next semester due to the covid regulations. Also she is only 16 so even if she is allowed to return they will require her to quarantine which obviously she cannot do alone. 

    Is there no special permission her parents could obtain to travel to Phuket from Pakistan ?

      US and France are medium risk countries, therefore you have been in altogether for 21 days in these countries. You can apply for the COE in France. The only issue that I see; the Thai Embassy in Paris might ask you for your French visa when you apply for the COE or proof of residence in France. Or maybe they will not ask for it.

    I am Filipino citizen and I am currently residing in the United Arab Emirates, and planning to travel to phuket on the 2nd of July for 2 weeks. I did apply for the COE, but unfortunately, I got rejected. As per the guidelines, I have to attached those necessary docs such as passport, vaccinated cert. And once it gets approve then we can proceed to ticket, ASQ and insurance attachments.

    Could you please tell me what is the the possible things to do… Or it is something to do with the sandbox phuket as it is not yet officially confirmed?

    I have booked flights and a hotel and will be travelling from the UAE. Do I require a VISA, or is this available on arrival? I have enquired regarding a VISA at the local embassy and have been told I need 6 months on my emirates ID, and British passport. Can you explain why this is? If thhis is the case I will have to cancel my entire booking due to my EID not having 6 months validity, even though I have a valid passport and all the vaccine shots. Very frustrating and wasn’t a clear requirement when I made the booking.

      You can apply for the COE or Certificate of Entry under Visa Exemption category, therefore, there is no need to apply for the visa. You automatically get 45 days visa exemption. To get the COE, I do not think there is a requirement for 6 months validity of passport.

    Hello. We are moving to Bangkok in August to work in an international school. We have initial visas for 3 months (B for adults, O for our children). Will we be able to use the sandbox if we fly to Phuket from the UK? And then fly to Bangkok afterwards to move there? Thanks

      Yes, according to the draft that was approved today, June 22, fully vaccinated Thai nationals and non-Thai nationals who are moving back and moving to Thailand can avail the Phuket Sandbox program as long as you can get the COE issued by the Thai Embassy in their current location.

      No, you are not banned. You can still travel to Phuket. You can apply for the COE but you must stay in a mandatory hotel quarantine for 14 days upon arrival.

    I am foreigner who lives in Phuket.
    I am on the plan to get first jab of AstraZeneca vaccine and than after 3 months another dose. Meanwhile in between 2 doses can I go out of country and get in without doing quarantine?

    Hi Rex , if your travel takes you through a high risk country are you allowed to enter phucket , like a flight transit through Istanbul ? Also does the 21 days prior to departure gave to be spent in 1 medium risk country or can it have been spent 2 medium risk countries , like 2 weeks in ireland and 2 week in spain . Thanks.

      Does Turkish Airline travel to Phuket? Your COE will state the Airline and Flight Number, so as long as it is there in the COE, then you can transit in Turkey. But I do not think Turkish Airlines flies from Istanbul to Phuket in July or August.
      When you apply for the COE, you must be located in a medium or low risk country and your departure flight stated in that COE is also in that country. Please call the Thai Embassy in Spain if you can get the COE prior to coming to Phuket.

    Thank you for a wonderful job. Just to make sure
    1 I need to be fully vaccinated 14 days before arriving to Phuket via direct flight
    2 I need to have a negative PCR test 72 hours before traveling to Phuket
    3 I need to do a PCR test upon arrival in Phuket
    4 I need to wait for the test in an SHA+ hotel which might cost 3k-4K baht
    5 if the result is negative I still need to stay in that Hotel
    6 after 14 days in the Hotel I can move freely in Phuket or anywhere in Thailand

    Is that it or did I miss anything?

      On number 5, you can stay in that hotel (not limited to your room) and you are able to travel around Phuket even starting on Day 1. You can freely travel around Phuket.
      On number 6, you can move to other provinces such as Bangkok.

    I live in Bangkok and want to travel to the UK with my family and then take advantage of the Phuket sandbox before returning to Bangkok. The flight we wish to book goes via BKK to Phuket. Is this okay?

      Just make sure that you are in the UK for at least 21 days, fully vaccinated for at least 14 days before you apply for the COE to return to Phuket. You must also book a flight that is UK-UAE-Phuket, UK-Qatar-Phuket, UK-Hong Kong-Phuket flights, you cannot book a UK-BKK-Phuket flight. If you book a UK-BKK-Phuket flight, you must quarantine in Bangkok for 14 days before you can fly to Phuket.

    I am planning on traveling to Phuket from the US through the Middle East in early July. I have made prepaid reservations at 2 SHA+ plus hotels in Phuket for my stay, One for three days and the other for four days. I have read on other websites that swapping of SHA+ hotels is OK, but that you need to stay in one hotel for at least seven days. Is that correct? Also, do you have any idea when the government will allow for issuance of a COE based on SHA+ hotels. As of today, the government is still requiring quarantine hotels. Thanks.

      You can move between SHA+ hotels in Phuket for the duration of stay. If you have plans to travel to other parts of Thailand (outside Phuket), you must have a total of 14 nights before you can leave Phuket. The updated COE application for Phuket Sandbox will become available next week.

    Hello. We are 2 fully vaccinated adults who will travel from the U.K. to Phuket transiting through KLIA (5 hours between flights but will not be leaving the airport). Is this route allowed for entry to Phuket? Additionally we have 3 children aged 14, 12 and 7 who are obviously not vaccinated so can they travel if taking a PCR prior to departure and on arrival?

      If you would ask me, I recommend for you to avoid transiting in a high risk country before arriving in Phuket. There are other options like Singapore, Hong Kong, Dubai, Abu Dhabi, Doha.

      1. Yes, you need to do an RT-PCR COVID 19 test within 72 hours before your flight SFO-SIN.
      2. Yes, most places in Phuket are open except to those places that are banned by the national government. We recommend for you to visit places in phuket with SHA+ accreditation.

      You cannot bypass the hotel portion of the COE application. Whether it is ASQ Hotel for quarantine or the SHA+ Hotel for Phuket Sandbox, you must provide it because it will be stated in your COE.
